| Show 1 MARSHALLS MARES NEST the absurd and malicious charge against the auditor auditor clayton was seen been today in reference to a paper read in the legislative council yesterday by mr air A marshall ar coar coarding ging that discrepancies to the amount of over had bad been discovered in the accounts of cheter the territorial rit orial auditor of public accounts A comparison of the reports of the auditor wd aad treasurer showed that the charges were false and bad evidently been made with malicious intent for a full fall explanation of the matter 1 11 however owe ve r a representative asked mr clayton what have bouto you to say about the statement state meat presented yesterday by mr marshall can you explain its cause auditor clayton replied in reference to the report presented in the council yesterday it starts out erroneously and continues so all through the tae report says there is a masked marked discrepancy between the amounts stated by the auditor as received from the countie sand the abe amounts so stated by the tre treasurer asprer 11 the auditors report does not show shoff any amount received from counties or any other source but merely gives the total valuation ol of property ass assessed eOd in tile the various counties of the territory for the years am band the revenue arising thereon at the rate of ehret fifths ot of one per cent and as experience has baa taught that the whole amount of the tax Is never collected th the e and auditor 1 tor on suggests bests a reduction of 8 per cent to cover amounts ani that may be remitted by county courts who have tais authority to remit in IB certain cases at any time and as a matter of fact do so remit together with losses through failure to collect etc this per cent has proves not excessive in the past and in fact has hardly covered the amount of losses los ses etc the treasurers Treasur ers repart shows the whole mount amount received during the years 1886 7 from every source and ad without reference to years Itma it may ygo go back ten tea years yeara or more hence hla his report nay nas no reference nor bearing upon the report of the auditor As a matter of fact act the revenue for 1887 Is s not delinquent until dutli jan 1888 and a large portion of this amount is i still uncollected as shown in the report of the tee auditor of december 31 1887 1 reporter what about the reference to school funds and the assertion that two apportionments were made mad for 1885 Is not this another blunder auditor it certainly is the audi or is required to report to the territorial superintendent of schools the amount of school tax assessed in the several counties of the territory upon which statement the superintendent makes his bis allotment without reference to whether toe tax is collected or not net the school fund of 1678 was allotted in 1879 and ind that of 1879 in 1880 and so on up to IM 1886 at the latter end of 1886 the territorial school superintendent perin request requested d the A auditor di to submit Z a state statement fr ent I 1 of atie amount of school tax arising ls from taree mills on the dollar for school purposes for toe said year and made his allotment accordingly which hach allotment was paid by the issuance of auditors warrants as was the abe custom this made two allotments in the year 1886 one being tor for 1885 the other for the current year the allotment for was made in 1887 and paid outi as an usual without regard ito to whether the tax was collected lec tedor or not thus the school fund at the end of dec 31 1887 was largely overdrawn these are matters over which the auditor has no control as he is required to report to the superintendent S perin of schools the amount of school tax arising from 3 mills on the dollar and the superintendent allots without regard to its collection As to there being two credits lor for 1885 there is no such sach tho tb repot made in iii IM 1886 gave the credits bedits to tile the school fund for 1888 1889 and 1884 1881 as the allotments were one year behind this year they come to date and are so 0 reported this afternoon mr marshall claimed that the paper he read in the council was sent to him witti with a request that he present it to the legislature and he declines to assume any responsibility for the glaring falsehoods made therein in fact he be said that lit bt took no stock in the assertions himself |
