proposition the proposition was laid on the table to come up in its order later in the evening J H bacon and others asked that main street between sixth and eighth south streets be repaired and sprinkled sprinkled referred to the comm committee t on waterworks water works george arbogast on behalf of the chamber of commerce asked the assistance of the corporation in getting up a magnificent fourth of july celebration the citizens had bad met the committee with a hearty response and had asked them to go to the city council former councils had always helped in such euch celebrations the chamber wanted to and asked the city 0 to o furnish 2600 2500 of this amount wm win M stewart represented that a four road street between first and second north streets and connecting east temple and first east streets had been closed and asked that it be reopened referred to the committee on streets george M scott co asked permission to store boilers pipe and machinery on the ground leased eased by the city at the corner of second south and first west streets and offered to pay a reasonable rental referred to the committee te e on OD public grounds the following telegram was read washington D if any there was bad already been done the telegram was filed arthur L thomas and others asked that the city make a track in liverty park where fast driving could be indulged in referred to the committee on public grounds and the mayor J W snell and others represented that several sev ral weeks ago they had bad requested the restoration to its proper condition of the van natta road near the warm springs one simon bamberger had said that their petition was not in good faith because they had not dot used the road the petitioners petition ers had bad used the road till the utah cement company had encroached upon it till its use was impracticable bamberger had promised 1 to fix the road and had bad aro done 1 e so he had bad fixed it so that nobody could use the road at all pe titi titio ners did not dot believe his bis promises to reopen the road which they would use tomorrow if they could they would like the road opened immediately referred to the committee on public grounds J J Gallig gher herand and others asked that camping be allowed in city creek canyon under certain restrictions they also asked that a canyon inspector be appointed the petition was ordered filed and the recorder instructed to send word to one of the petitioners petition ers that there was an ordinance in relation to the subject that would be enforced F H dyer for the salt lake power light and heating company submitted a proposition to fur nish additional electric lights for 10 per light or he would revoke the present contract for lights at 15 16 per light and furnish lights at 1250 each per month referred to the committee on improvements with the mayor associated and if they saw fit to close the co contract morrison merritt co asked permission to put a swinging sign across third west street between second and third west streets referred to the committee on streets S P said that the new grade of the sidewalk in front of his premises was an injury and asked that it be changed engineer doremus disagreed with the view of the petitioner and the petition was laid on the table vincent shurtliff and george morris stated that john hawkins took irrigating water through their premises and that the ditch was an injury they asked that mr hawkins be required to put in a flume or pipe to convey water by that route referred to the committee on oil irrigation john D shaffer and others asked that eleventh east street between third and fifth south streets be properly graded and repaired referred to the committee on streets and committee on quarantine and sanitary regulations mrs R christensen asked to be relieved from paying an assessment of for extending the water mains as she was a widow and unable to pay the same laid on the table the rio grande western railway asked permission to lay a sewer pipe across third and fourth south streets and connect with the sewer on fifth south street the railway company to lay the same at their own expense referred to the committee on sewerage W W rea and others requested that the bridge on ninth north 8 reet over the jordan river was in a dangerous condition they asked that it be repaired and that the street be opened to the west of thelridge the bridge referred to the committee on streets the document presented by mr dickson for the utah water C rn pany was then read and referred to the committee on waterworks water works the water company is composed of R mackintosh R C chambers J J adaly daly N A hanauer J E dooly james glendenning dennis sullivan and W S mccornick the city is asked to convey to the company its system of waterworks water works including its reservoir and apparatus and its right to the waters of city creek red butte creek emigration canyon creek parleys canyon creek and the lands south of liberty park where are situated the artesian wells also to grant the said company the right of laying down and maintaining such water mains and apparatus for the supply of water for public and private uses and the distri distribution butin of water in and along all streets and public places in this city and for the extension thereof or addition thereto also for the right of maintaining and operating aerating waterworks water works for a public and private supply of water such franchise to take take effect the lot of june 1890 the petitioners petition ers alo al o ask that the city pass such ordinances as may be necessary to protect the 0 operation pe ration and property of the company from molestation its water supply from pollution and its operations from being interfered with that after the making of said conveyance and within six days after the passage of such ordinances the company shall pay to the city the sum of in cash so go much of this as may be required shall be used to repay persons who have credit for assessments paid tor for water pipe extensions it being understood that the city shall retain possession of the waterworks water works until such payment to is made the company will maintain maiB tain the reservoir in city creek canyon and the present system of waterworks water works till april 4 april 1 1892 and use the water in the same manner as it is is now used that after april 1 1892 the company will if the city so elects electa maintain said reservoir and system of piping at the cost of the city and allow the city the full use of all the water in city creek free of charge for irrigation purposes through the city ditches and also supply water through the present system tor for filling sprinkling carts or flushing sewers and gutters from april 1 to october 15 of each year the company will within sixty days after such conveyance is made and possession given proceed to put in along and uvon upon all the streets upon which pipe is now laid an entirely new system of piping and waterworks water works capable of furnish ing all the water the inhabitants of the city may need for public and private use with a pressure maintained at the corner of east bast and south temple streets street of pounds to the square inch and with an equivalent pressure at all points in the city considering the difference in elevation also to change all service pipe to said now new system at its own expense said system of works to be built and ready for operation within eighteen months after the passage of the necessary ordinances the company also bonds itself to extend its mainaird main aind pipes and connect fire hydrants therewith on all streets etil of the city when and as required by resolution and ordinance of the city council provided no such extension shall be required unless a fire hydrant shall be ordered set for each feet of such extension and provided also that the city shall rent from the company the fire hydrants now set for the term of thirty years at 50 per annum the hydrants to draw no rent until eighteen months have elapsed and the hydrants are connected with the new system of mains in all cases where the company puts in additional hydrants at the order of the city they shall draw a similar rent provided further that the hydrants of the company shall be used by the city only to fo extinguishing fire that within said eighteen eiga eign teea teen months the company shall expend ir ia addition to any sum paid to the city not less than seven hundred and fifty thousand dollars in pr providing viding an adequate water system and in procuring an adequate supply of pure water to meet all demands of the city it is estimated that it will require the expenditure of to furnish such works and the company agrees to spend any amount necessary to accomplish such result the company will in the meantime operate the theold old o works and shall be permitted to abarge prices not exceeding those now charged tile the company shall furnish water to owners of premises abutting apora any street in which it may have ave a main line at prices rices not exceeding fineg those now fixed the company shall at all times hold and save the city harmless of and from all low loss or dama damage at the expiration of tte thirty years after the passage of the ordinance the city shall have the right to repurchase the works and all add tiow tion thereto the price to be determined by appraisers if not otherwise agreed upon the company if to supply the city at all times with water for fire purposes provided the city shall not be in default upon any of the agreements and the company shall also supply free of charge water to the city hall offices and public school buildings the company also petitions that for the period of one year after the adoption of such ordinance it shall have the option to purchase the utah lake canal and tile the cites righetto right to the water of utah blakej lake upon the payment to the city of one half of the entire flow of the canal which has not been granted bythe by the city to other parti parties to be reserved to the city provided provid the company shall keep the canal in good repair for three years and return the canal to the city forfeiting the purchase price of in conc conclusion luion the petitioners petition ers state that their proposition is to procure a new supply of water and the city shall have free as soon as the works can be put in all the water of city creek fur for irrigation street sprinkling and flushing and will receive the sum of while the domestic and fire supply of the city will be sup N plied to it without cost another advantage to property owners would be bea a saving saing in insurance rates in the event of an increased water supply larger mains reservoirs on high ground giving a system that could be depended upon at all times the insurance rates would without doubt be decreased from 15 to 26 25 per cent referred the following from J B walden committee on wate works mr ryan also asked instructions relative to the action of mr pitts in shutting abutting off water from J 0 cam campbell ar and wanted to know it mr pitts could legally take
