april term 1890 beg to report as follows follow we have been in session 27 days wf we heard 87 cases and examined about witnesses we found 24 indictments in territorial cases 8 for grand larceny 2 for assault I 1 for assault with deadly weapon 3 forgery 4 burglary I 1 bringing stolen goods into this territory I 1 embezzlement I 1 abduction 2 administering poison to animals 1 resisting an officer 1 robbery U under united states cases 8 indictments I 1 for bigamy one bigamy and 2 adultery a 3 unlawful cohabitation 2 fornication the following cases were ignore igno J people vs caroline peterson grand larceny people vs thomas El aurahan sodomy people vs john orr disturbing the pea peace CO united states vs robert condie adultery united states vs W H folsom unlawful cohabitation we examine 1 into the matter of the summit county jail against which complaint was made we found the came an unfit and unsafe place in which to keep prisoners there are no iron cages or cells nothing rig but a defective wall there have been twelve or birteen fiatt en prisoners escaped from said jail during the last three years we would recommend that the proper authorities be instructed to procure some good iron cages at once for temporary use A committee was appointed to in vesti gate the matter of nonpayment non payment of jurors and witnesses 1 certificates in territorial cases and find they are not paid because the funds appropriated for that purpose in 1888 are exhausted there seems to be no provision for the payment of certificates issued by the united states commissioners court this is a matter that thai ought to receive atten tion as soon as possible pors sible A committee was appointed to examine into county affairs and reported as follows EXHIBIT A the grand jury appointed a committee to investigate county affairs and we submit the following the books and papers of the county treasurer county clerk and county assessor were placed at our disposal and frova them the facts set forth were gleaned the treas frers books show the following figures of receipts and expenditures for the year 1889 jan 1 alto to balance 81 sundries Bund rieB 70 feb 28 mar 81 merchants license fr the year 1889 the taxes coll collected 0 O acted for territorial county al aid d se school hool purposes in salt lake county amounted to of which the county was entitled to one half or the books on january lot 1889 showed that was still due and unpaid on this account the expenses of the county forthe for the year 1889 are made up of the following items costs of in quests jau jail abstracting compensation 35 pauper and insane 7 criminal expense 16 2685 roads rivers and bri bridges dires books stationery static aery etc expense light fael fuel etc at county court house bouse 2682 05 court house and improvement land account purchase from city WOO infirmary property sold to probate judye judge on tax sa I 1 es prison relief belief total vouchers are on file I 1 in a the county clerks office covering all of the above items the expense for abstracting amounted to for 1889 and for 1888 making a total of up to january 1 1890 in 1888 the territorial legislature passed an act compelling county recorders to perfect abstracts and to keep them up under this kiwy the present recorder presented a petition to the county court on october let 1888 and it was ordered that the necessary books be obtained and probate judge smith to is authorized to arrange for the amount of compensation to be paid to the clerks to do the work the work was at once begun but it has never been pushed to completion the records up to 1882 and from june 1888 to the present time have been abstracted but there remains to be done the work from 1882 to 1888 and the recorder states that the work will probably be com plated by the time his term expires next autumn when the work was first undertaken many more clerks than are now engaged ot OL the work were employed the recorder explains that thai he was compelled to putdown cut down the force on the county abstracts by reason of the lack of accommodations employee Emp loyes of private abstract comp companies anios demanded the room and so the county has had to suffer since the passage of the law of 1888 three or er four private abstractors have finished their books but the county recorder appears to be in no haste to complete the county abstracts it appears to us that these books to be appears 0 of value to the public should be completed without further delay another point in connection with these abstracts we deem of some importance to the county while the recorder may use those these abstracts paid for by the county for the pur pose of making abstracts of title for parties who demand them the fees go entirely to the recorder and the county receives no returns whatever the county court should make some soine provision regarding the matter if not prohibited by the territorial rit orial laws concerning the lack of accomma which the recorder justly complains it may be said that all of the county offices are overcrowded the assessor has but one small room in which he transacts his business and no wall room capable of displaying the maps which are constantly in use the collectors office has no accommodation whatever for the public and when four or five taxpayers assemble together to pay nay taxes the office is crowded ame the recorder has men and women working in in the probate court room even during the session of the courts court and the hallway on the second floor is utilized by abstractors and others connected with the rev recorders orders office some temporary relief should be bb granted until the completion of the joint jint city and county building the county is sadly in need of a more complete set of maps in the county assessors office many additions have been platted in the city during the last year of which no maps can be found in the assessors ses sors office mee much of the valuable time of the assessor is also wasted by lack of proper maps the county court from time to time orders the establishing of new school districts by metes and bounds but as it makes no order for completing the maps in taftt regard the assessor is constantly compelled to go to the records of the court to ascertain the boundary lines before delcan make the proper assessments the compensation account for 1889 amounted to made up as follows superintendent county affairs county clerk oo prosecuting attorney county treasurer county assessor asnes sor county collector oo county sheriff 8 compensation account for 1888 amounted to during the year 1888 there was collected for fines and during 1889 no provision appears to be made for inspect inspecting inspects i the books or papers a a of justices 3 of the peace RON and their air accounts are usually accepted as presented from january 1 1884 to january 1 1890 there was expended on road and bridge account in 1888 there was expended on road account and iu 1889 the work on the county roads is dohe by the supervisors of the thirty one districts into which the county is divided these super vi sars present their accounts for labor and material from time to time and their accounts are allowed without any inspection of the work by a general road wiper supervisor visor thus thui having a wide field open for misrepresentation and poor work on february ad 1886 jesse W fox was appointed by the county court general road supervisor at a salary of 1500 a year but although no record can be found of the discontinuance of the office the clerk informs us that such office was some time ago abolished the stationery account for 1888 amounted to 1500 and for 1889 no bids were asked for but the purchases for years have uni firmly been made at the same favored places during the present year bids were asked for furnishing books an An innovation novation it is hoped will be followed in regard to all the stat stationery used by the county the records of the county court are burdened with items showing the peculiar methods of transacting public busi business which prevailed for years year the following ertry appears on april 22 1884 A dewey license collector report from january 1 1884 to march 31 1884 received an I 1 being found incorrect the clerk to write and request him to report all licenses issued not reported and to request him to co deposit butchers license book with the clerk said butchery butchers licenses to be issued by the clerk and on his the license collectors account being straightened all licenses hereafter issued to be chang charged up to said collector 61 t april 7 1886 in oon consideration of the general government with holding the pay of the members and offic officers tra of the twenty seventh legislative assembly of utah territory it is ordered by the court that the sum of be and is hereby appropriated to relief account to pay the members anti and officers of taid aid i assembly sult suit having been commenced against D Bock bockholt bolt in the third district court and said bockholt having since died and the estate not being in a condition for said amount to be realized from suit was dismissed by consent of both parties parti es respectfully submitted F 0 HORN W A ataylor D W committee your jury visited the penitentiary in a body and found the premises in a good sanitary condition the rhe buildings are ecru scrupulously clean the ground grounds are well kept there are about forty acres in garden vegetables potatoes etc all cared for by prison labor and the team allowed for that pu purpose rrose the crop is looking well and will probably produce sufficient quantity of garden vegetables and potatoes to supply the prison this year complaint was made by some of the prisoners who are held for trial that they are not allowed sufficient change of clothing that they are not as well provi provided dud with withe clothing lothing as are the convicts the marshal and warden however contradicted this we only have the statements of the two parties and no other means of knowing the facts the food that we saw was good and well cooked the bread deserves special mention some complaint was made by prisoners that oatmeal and cornmeal mush dry without syrup sugar or other sweetening is given them any recommendation the court may think proper to make upon this will meet with our approval there were one hundred and ni ninety ne prisoners there twenty eight of whom are awaiting trial we have now finished the work before us and if it is your pleasure sure we
