National Guardsman took up positions on three sides of the New Haven Creeni The spotting the hole protesting students dashed through the on the fourth side tear gas to the sanctuary ooffered by Phelps Gate, archway to the Yale The campus. 'You had them right in the palm of your hand, but they got through on the side where yon didnt have anybody, a visiting police observer from a major city told New Haven Police Chief James P. Ahem. Ahem reacted to the chiding cooly. "Okay, he said. Ive got them in the palm of my hand, right? The visiting otezrver repeated, right. And Ahern-saiThen what dc I do? Obviously, that was' a part of the problem to which the visitor had given no thought, but it was one which Ahem had spent weeks analyzing prior to the massive May Day rally that brought 10,000 persons to New Haven protrials of eight testing Black Panthers, including the partys national chairman, Bobby Seale. New murder-conspirac- the Chief Ahem is one of the "new breed of policeman. He is one of the few police officials whom students welcome on campus. Whenever there is a major vacancy In a police department in the United States, Aherns name is apt to be mentioned as a replacement The way he handled the May Day in this university town is demonstration . one of the reasons Ahem has gained such wide respect The Connecticut Civil Liberties Union, which Las 20 observers at the rally, praised Aherns handling of it. He attributed his success to discipline, good field supervision, planning and morale. Twenty policemen worked for two weeks compiling a instruction manual for the rally and precautions were such that manhole covers were welded shut and a flagpole greased, as were the halyards. Ahem used the "low profile concept and this involves deloying policemen in the vicinity of a protest, rather than with protesters. head-to-hea- d This tactic avoids confrontations which are necessary to activists such as Jerry Rubin, a firm believer In using the police presence. Rubin calls it "radicalizing the cops. When the rally ended Ahem was well on his way to a national reputation, and his handling of the explosive situation was a factor in his being named a mem-- brief training program to acquaint them with certain teaching tasks. More and more child specialists ere stressing the importance of parental involvement in their centers. Head Start uses the parents in planning some of the projects and, if possible mothers and fathers spend part of the day Watchir their children learn. whos Syracuse Project Syracuse project has started a home care program in which a trained woman visits the mothers every week to teach them some of the techniques used at the center to increase intellectual stimulation. Mothers are encouraged to continue the training the rest of the time the child is home. This concern for cooperation from the parents has created enthusiasm for day care centers located near the factories or offices where mothers work so they can visit their children during coffee breaks or lunch time. Aherns role in keeping the peace on the New Haven Green was a grueling one because while he had to protect the right of the protesters to dissent, it was also his responsibility to profect life and property. At 38, with prematurely gray hair, the policeman who some- times skips lunch to stay in shape looks more like a suave advertising executive r than the police chief he has been for the past three years. Articulate, informed, a foe of racism and the strongarm mentality, Ahem has made it on his own. $21,500-a-yea- Action Avoids Confrontation know' Obtains Bachelors Degree He began with classes in New Haven College where he obtained a bachelors degree in business administration in 1965 the hard way, at night. Small wonder that police are a target of the young and others concerned with governmental change. When Ahern became chief he made changes, among them the elimination of testimonials for policemen, a device sometimes used for personal purposes. And when Ahem was named chief, it followed he should be honored with a testimonial. Industry Located Center Massachusetts has one of the very first industry located centers, at the Tiago Schindler plant in Fall River. There, since 1962, more than and so passed the word sponsor flabbergasted was the would-b- e who operated in an atmosphere redolent of The Last Hurrah, that the message had to be sent twice. The mothers pay nothing for the service, which costs the company about $20,000 to Norman operate annually. Schindler, president of the company, says absenteeism of staff has been its cut by 80 percent. Ahern was chosen for the top job after 17 years of service, and his selection follow a departmental survey that was made independently and in which 55 men senior to him figured. While outsiders might mistake his appearance and pleasant ways, his men make no such blunder. He may look like an executive with the aplomb to match, but hes as tough as nails, and men in titioned by sliding doors to arrange for 50 children, ranging in age from 3 months to 6 years. Bill Like other mothers there, Sheilah Chase pays $15 a week to keep her son Rodney in the center while she works In the print shop downstairs. Chief Ahern did not think he would stay in police work permanently, but he got into the swing of it and found he like it New Haven itseif was a vigorous, colorful and sophisticated place, dominated by Yale and Mayor Richard C. Lee, an admirer of Aherns. Ahem is the fifth of nine children bom to Irish immigrants, James P., and Mary Ahem. His father was a school custodian. KLH, which manufactures steropho-ni- c speakers in Boston, cares for more than 60 children at d its center. More than are children from welfare families . KLH used to charge from rt to $20 for full day care when it had a government subs'dy. But now, facing a fund cut off, they have raised the fee to $37.50, which probably will make it xoo costly for several cf the mothers currently enjoying its services. Care Is Expensive Good day care is expensive. one-thir- The office of Child Develop- ment estimates it costs $1,6'3 a year per child for group care. There is a bill in Congress now asking for $700 million for federal child care funds. But the governments priorities today are for underprivileged children who could well use day care as a supplemental form of training and for welfare mothers to enable them to return to work. workThus the middle-clas- s ing mother, the housebound college graduate, the mother cant cope with child chores alone, will rearing have to wait.
