notes and the circulation cu lation of the national banks bank bankland sand saud and aud for other purposes without my approval in doing Z so I 1 must express my regret at n not ot being able to eve give my assent to a measure which has hns as received the sanction of a majority of the legislators chosen by the people to make laws lawa for their gul gui guidance danceland and I 1 have sought to find sufficient argument to justify such assent but unsuccessfully cess fully practically it is a question whether the tiie measure under discussion would give an additional dollar to the irredeemable paper currency of the country or not and whether by requiring three fourths of their reserves to be retained by the banks and prohibiting interest to be received on the balance it might not prove a contraction but the fact cannot be concealed that theoretically the bill increases the paper circulation one hundred million dollars less only the amount of the reserves restrained from circulation cu lation by the provisions of the second section the measure has been supported on the theory that it would give an increase ot of circulation it its air fair tair influence therefore that if it a practical measure should fall fali to create the abundance of circulation expected of it the friends of the measure particularly those out of congress would clamor for such inflation as would give the expected relief the theory in my belief Is a departure from the true principles principled of in teres t national obligations to creditors congressional promises party pledges with political parties and of the personal views and pron promises alses aises made by me in every annual message I 1 have sent to congress and in each inaugural address in my annual message to congress ress in december their purchase and would bring bankruptcy and ruin to thousands fluctuations however in the paper value of the measure of all values in gold is detrimental to tile the interest of trade emde it makes the views of the secretary of the treasury in relation to the necessity of a contraction of the cur eur currency rency with the tile view of as early a resumption of s specie eclo ecio payment as the business of tie tee the country would permit pledging cooperative operative co action to this end as speedily as possible the first act passed by the congress on the of march mareb 1869 was an act to strengthen the public credit of tile the U 8 herm hemm hem hero the act referred to is inserted iu in full this act still remains and is a continuing pledge of the faith of the U 8 to make provision at the earliest practicable moment for the ton of united states notes in coin A declaration contained in the act of june doth 1864 created an obligation that the total amount of U 8 notes issued or to be issued should never exceed four undred hundred li million dollars dollar and the amount in actual circulation was actu aly reduced to three hundred and fifty six millions at which point congress passed an act february 4 1868 pending suspending sus bus a further reduction of tho the curre currency ncy ney the forty four millions have ever been regarded as a reser reserve veto to le be used only in a case of emergency such as has occurred on several occasions and must occur when from any cause the revenues suddenly fall below the expenditures and such a reserve is necessary because the fractional currency amount amounting ilig 1116 to fifty millions is redeemable in legai legal tenders on call mi it may be said that such a return of the fractional currency for redemption is improbable but let steps be taken for forn fora a return to a specie basis and it will be found that eliat will take tile the place of tile the fractional currency as rapidly as it can be supplied i when the premium on gold reaches a sufficiently low point j with the amount of U S notes to be issued fixed permanently within proper limits and the trel treasury sury so strengthened as to be able to redeem them in coin on demand it will be then safe to inaugurate a system of free banking with suc sue suell provisions as to make compulsory redemption of the circulating notes of banks in coin or US notes themselves redeemable and made equivalent to 0 con coin coln As s a measure preparatory to free banking or for placing the government in a position to redeem its notes in coin at the earliest practicable moment the tile revenues of the country should be increased ed so as to pv pay the current expenses provide fur fer the tiie sinking fund required by law |
