Show TQDAY',.. T.Q.P bESERET MARKET TODAY I CLOSING QUOTATIONS Eons go , m IV - SI 11 - MEM ar fr.li 'among By SYLVIA PORTER 'i The "New Economics" is now failing miserably and the blunt reason is that the White House and Cenrrest are failing to provide the tools to make it work. - v'l , 7......'''''''' . 1 This is a seriäus accusation in which you and I haVe vital bread-- i , 1' stake. To illustrate, as a 'result of these failures our cost, Of loe,1s4414.0 living is climbing rapidly, our cost of.. borrowing money is rising, our '' , 1, , dollar's buying power is dwindling, 7.7.ists,2;71724,LI -- our pensions and savings fields are Sylvia Poker shrinking in value. But the accusation can be amply documented. The essence of the New Economics is this: Our national economic goal is a strong, sustained growth which will create high employment, pro'with reasonably duction, paychecks- - and profits - ---- stable prices. When our economy is operating below capacity, to'gble it a combination of (tax, spending, credit) policies to speed up the rate of growth is Imperative. - i and-butt- ; t ,,, -- , fiscal-monetar- y Stimulating Policies Among the appropriate stimulating policies would be income Lir cutt-tbusiness itpur eonsumer-an- d incentives tO encourage business investspending; ,tax ment in plants and equipment; easy and relatively inexpenSive credit to stimulate borrowing of money; Increasing government expenditures for a wide variety of projects. When our economy reaches the desired rate of growth, the policies should be delicately adjusted to sustain the trend. But when our economy overheats because of too many stimulants or some overwhelming development such as Vietnam it is imperative to switch to an entirely different set of poliries to restrain the rate of growth. Among the appropriate restraining policies would be income tax increases to curtail consumer and business spending, suspension of tax incentives to encourage postponement of business investment, tighter credt to limit borrowing of money, stretching out of government expenditures. o- Easy To Understand- T 1 t - g 20-2- 1965-Janua- The White House, though, did not respond. Pres!. dent Johrson did not ask for tax hikes early in the inflationary upswing. He did not take the lead in cutting back federal spending. Actually, economists have been talking in these terms since World War II. The only aspect which is the really "new" is that the idea of so economy has in recent years achieved recognition at the White House level. On the up.. side, the New Economics has worked magnificently. From early 1961 to late 1965, our economy was put into and held in a strong, beautifully halanced expansion by tax incentives, income tax cuts, easy credit, rising government spending. But in late 1965, with the acceleration of the Vietnam war, the need arose for reversing the policies toward restraint. (This is not 0 hindsight!
