Godfrey, Ph.D The most unreported crime is not wife beating its husband beating, says sociologist Suzanne Stcinmetz. Since men are expected to be stronger and physically superior, its not surprising that they do not report abuse, unless it requires medical attention. And then they probably report an accident, just as women often do. Dr. Stcinmctzs study of spouse abuse found that wives beat husbands as often as the reverse. In studying four types of aggressiveness, she found that men and women are equally likely to beat their partner. Husbands are certainly victimized, too, said Dr. Richard Gclles, of New Hampshire. Why, then, is reported abuse of male spouses always lower than that for females? Some feel that societys concept of masculinity discourages husbands from reporting their abuse. Few men can face the humiliation needed to file an official report Several law enforcement officers in New Horizons training classes have noted that women are often part of the battciing. Some husband beating! hit their spouses while ethers seem to egg them on. This makes decisions at the scene of a domestic violence even more difficult Sometimes the woman strikes the first blow, which may lead the husband to strike back. This, again, leads to the question of intent. Do women slap their own husbands to provoke them into beating s which they enjoy? Some do, but it may be more reasonable, says Dr. Stein-metto recognize that aggressive tendencies are equal in both sexes. Marriages between weak, passive men and strong, aggressive women are fertile territories for husband abuse. If the woman is temporarily stronger, say in the illness or drunkenness of her husband, abuse may be possible, also. Men can find themselves feeling as trapped as women do in similar circumstances. Should he take it or fight back? Should he z, report it and be ridiculed? And there are even fewer places for help. Some women skillfully manipulate a husband into violence to obtain a divorce, often on the instructions of others. Stories of this type are common. Another situation where male spouse abuse can occur is in homosexual relationships, where both husband and wife are males. When it comes to spouse killing, there appears to be true equality between the sexes. Studies by the FBI and others have found that an equal number of wives kill their husbands, as there as husbands who kill their wives. Some argue that the husbands death results from a battered wife who cannot take it anymore and who kills her husband to avoid further battering. Homicide statistics indicate that a good number of husbands end up in the morgue. The condition of husband beating is real and is likely more widespread than most people would assume. Husband abuse should not be viewed as simply the opposite of wife beating. Both are part of the same problems which should be described as one person abusing another person. Abuse against any person, child, adult, male or female, must be faced and treated. New Horizons also counsels men, whether they are abusers or abused. There is more to fishing than having the right equipment. A person also needs the right information. The current and correct information is found in the current years fishing proclamation. You can find these proclamations anywhere fishing and hunting licenses are sold, or at any DWR office. Every year there are major changes in fishing proclamations, and these changes are usually listed on the frontpage. By taking time to read a proclamation, you can save both time and money. When I issue a citation for a violation of the fishing proclamation, the most used excuse I hear is I didnt know! Fishermen have the responsibility to know the rules and regulations for the body of water they are fishing. I imagine that when I arrest a fisherman for an overlimit of fish on the east fork of the Sevier River this year, I will hear I thought the limit was 8 fish! A new change for 1990 found on the front page notes that in Kingston Canyon, the year round trout limit is 6 fish this year. I didnt see a sign! is another often heard excuse. The sign is on the frontpage of this years fishing proclamation because a change for 1990 notes that Manning Meadow Reservoir is closed this year. The fishing proclamation will also tell you what methods of fishing are legal, what baits are legal, requirements for transporting fish, and more. If a fisherman catches 8 trout, takes them home and puts them in the freezer, he cant fish Closcd-to-fishin- for trout again until some of those trout are used up. I can see your questions now. If I catch 8 trout and take them home, who is going to know when I go fishing for more the next day. The chances are that only you will know and I guess that is where sportsmanship comes into play. A very important section of the proclamation is the section of Provisions for Specific Waters. In this section, any fishing waters in the state which have any special fishing regulations, such as limit, changes in opening or closing dates, size limits, etc., are listed by name. If the fishing water is not listed in this section, the water is open year-roun24 hours a day, and the trout limit is 8. The proclamation also lists current record fish caught in Utah, information on the Strawberry Treatment Project which is the largest poisoning project ever to be undertaken in the state, etc. Again, I stress, if you are going to fish or hunt in Utah, take the time to read and understand the rules and regulations which govern these sports. It will make both your trip - and mine - more enjoyable. Vehicle (OHV) An operators course is being offered for Sanpete County. It is set for May 19, 1990. The basic fee is $10. A state certified teacher will be the instructor. OHV education is required for all persons 8 through 15 years of age who operate OHVs on public lands. Those under 8 are not allowed to operate OHVs on public lands. The course instructs operators to ride OHVs safely and responsibly. The course covers survival, Crop An education program from Cedar, a masters program from Logan, and general classes fiorn Snow are available at the Continuing Education program held at Sevier Valley Tech.
