This change is to allow time in open session to be spent on business which involves the entire body. Editors Note: This Is the second in a series of five articles on the four amendments to the Utah Constitution which Utah voters will be asked to vote upon Nov. 7. Proposition No. 1 has been placed on the ballot as a result of recommendations by Utah's Constitutional Revision commission. It reads as follows: Proposition No. 1 : Legislative Article Revision Shall Article VI of the State Constitution be revised to make changes in the procedure and manner of of the State operation Legislature and the legislative branch of state government, rules including the and procedure? (The present law and the proposed revision will be on cards in the polling place and both.) This amendment proposes four significant types of changes in the legislative article of the Utah Constitution. They are: (1) adding three new sections designed to increase legislative effectiveness, (2) modernizing certain legislative procedures, (3) clarifying ambiguous provisions, and (4) removing uncecessary detail and dead-wooThree new sections are proposed to increase legislative effectiveness: (1) A legislative auditor ist empowered to perform audits of any subdivision of state government. Proponents of this measure stress that it is particularly important that the legislature perform its role in auditing state expenditures, in view of the recent Utah Supreme Court decision which names the state auditor as the only officer authorized to disburse public funds. Jj. jjrtiJsA Clarifying Provisions The language used to stagger terms of senators is clarified. (2) The time by which a candidate for the Legislature must meet the requirements is (1) clarified. Present provisions are unclear as to the eligibility date. (3) The date on which laws become effective is made definite. The effective date presently is linked with the publication date, making a variation in the dates on which laws become effective. Since it is also unclear what constitutes publication, the problem is compounded. Removing Deadwood specified form for enacting clauses of bills is deleted. It is the prevailing opinion that such detail is not necessary in the Constitution and should be specified by statutory law.
