Show 'rV City, Utah 1963 THE BOX ELDER JOURNAL, Brigham Thursday, January TO, TWersonaUf gpcoUng i By CVVC They are going to have a budget hassle the likes of which has never been seen in Utah with all departments campaigning for more appropriations...; is some $70 miNeeded, they-say- , llions for buildings and capital outlay with $40 millions on the "critical" list. To finance this need, quite a campaign is being waged to issue bonds but certainly doubt that the legislature or the governor will go along. Instead, they'll probably get about $20 millions for this purpose when the appropriation bill is finally adopted I Well, the 88th Congress opened for business on Wednesday of this week and the president has scheduled his State of the Union message for next Monday. Some time after that will come his budget message in which he will tell Congress how he plans to finance all of the new measures which will start being presented. One thing you can be sure of, all administration bills that were bottled up in the rules or other committees last session, will be back again as will the measures that were defeated by the 87th Congress. They always return, sometimes in slightly revised form, in the hope that they can be pressured through. Utah will have two freshmen representatives in the house, both Republicans, in Sherm Lloyd from Salt Lake City who is taking Dave Kings vacated spot and Lawrence Burton of Ogden who defeated Blaine Peterson in the general election. In the other house well be represented by Wallace Bennett, Republican, who was reelected and is Utahs senior senator and Ted Moss, Democrat, who has another two years to serve. expect to visit the Utah foursome early in February when I'm scheduled to go to Washington and Ill see them again in late March on a return trip. Among these will be the important reapportionment matter and my bet is that Box Elder will lose one of our two representative seats. Last session they were both Republican, this year both Missionary Homecoming Democrats. Dean Compton from Brigham City and Dr. D. B. Green, Tremonton, are both freshmen in the house while Kleon Kerr, Tremonton, will be Republican majority leader in the senate. This term, the Republicans took over control of both houses. One interesting point in the chamber recommendations. They propose that the school year be extended in length of time wherever practicable so that operational overhead may be held down and physical plants may be utilized to the fullest reasonable extent.
