If the federal grand jurys probe uncovers no actual wrongdoing, it at least has brought to light an area of Utah law that should be remedied. The sheriff is accused of pocketing $53,000 over three-year a period, the difference between what was received to feed county jail inmates and what actually was expended. He hasnt denied this allegation but stated that his administration of the food budget produced a savings to which by law I am entitled. by Bruce News of the recent death of Coach Earl Ferguson we judge had an impact on a great number of persons, men who spent their high school football days under his tutelage and fans who for so many years watched Box Elder reign as Utahs dominant prep grid power. And it must have been greeted by some disbelief. Coach Ferguson was like a hunk of granite that you expect to last forever. He never raised his voice to IT WOULD APPEAR, ON this point at least, that the sheriff may not be guilty of a crime. Rather, existing law is at fault. A strange system it is that permits an elected official to profit from efficiency in his job above and beyond the established salary. If other departments of county government were operated in such a manner that is to keep there unall thats left over in a budget mass would be doubtedly profiteering. If no actual graft or corruption is involved, there is a moral implication since, by the sheriffs own admission, funds are short to employ sufficient law enforcement officers. Here in Box Elder county, Commission Chairman Don E. Chase several weeks ago began a study of this very subject. His intent was to determine, based in part on findings from other counties, if the local allocation for prisoner meals is too much, adequate or not enough. At present, the county pays $2 a day to feed each prisoner. has This is not to imply that any profit-takin- g occurred here but is an assessment that should take place periodically as all areas of county government ought to be examined. And it should be done with the emphasis on economy as well as make a point. Yet he was a stern disciplinarian whose strict and approach to won him athletics competitive the respect and friendship of literally thousands of young men. fundamental I never played football for him. This group of kids gutted their way through the state semi-fingame and then threw up a magnificent goal line stand and drove the length of the field to win the championship in the final minutes of play. AS STATED previously in these columns and personally to the principals involved, communications are important. We mean between the two sides and also in terms of informing the public about the progress of negotiations. At the outset we see no major obstacles to overcome. There is a master agreement from which to work and members of the negotiating teams have our respect as reasonable individuals. Now the challenge is to get down to business. teacher aides and school volunteers. WANTING TO non-mon- ey - Teacher aides are now assisting professional teachers on a regular basis in Box Elder County School district, but the school volunteer program has not been too widely accepted at present. the ' ARE school JUST WHAT volunteers? They are people who give of their time and talents for the purpose of increasing childrens educational opportunities. In some programs, they perform many of the same tasks done by teacher aides. They differ, however, in this respect while teacher aides are school - employees, volunteers serve as patrons of the school. Teacher aides are paid directly from the district budget while volunteers serve without compensation. The number of school volunteers, on the national basis, are on the increase, for parents and citizens are apparently becoming intensely interested in better education for all children, and in compensatory education for the disadvantaged. The use of volunteers has the system, as they should since no two have the same needs and resources. In all of them, however, volunteers give personal service to members of the school staff and - or to individual children. They serve in three principal areas: Tutorial programs, in which the tutor works regularly with a pupil who is usually disadvanatged but may be an underachiever. The best programs of this type are not concerned only with assisting the child to learn a skill or subject matter but aim at widening horizons.
