Davis County Commissioners signed a consortium agreement with other Utah counties who are prime spon- sors the Comprehensive of Employment Training Act (CETA). The agreement will allow the state CETA agency to continue to obtain and administer federal CETA funds. RON Spindler, Deputy Director for the Utah CETA office, said the agreement, which had been approved in the past by the larger counties, including Davis County, was a feasible way to administer the funds. Under the consortium agreement, five percent of the cost of administering the program, or $500,000 to $800,000 is added to the total funding. THE agreement provides for one central administrative office, one grant and one state policy to handle the CETA program. This funding provides work training programs for low income people. The agreement signed by the county commissioners on Tuesday simply updated the consortium contract that has been signed in the past. HOSPITAL representatives Floyd Morgan and Brian Hansen argued that, if the hospital has done all it can to collect the money from Medicaid and other social service agencies and the money is not available, the county should pick up the entire bill. County Clerk Rod Walker said, in the past the county has usually paid 25 percent of the bill. THE commission earlier '4 mill had opted not to go with a levy to fund indigent medical costs. The option for the levy wasprovided through Senate Bill 115, passed by the last session of the legislature. Had the county decided to levy the '4 mill, about $60,000 would have been raised and administered through the State Department of Social Services. If the cost to the county exceeded the amount raised through the levy', the state would pay that amount. INSTEAD THE commissioners voted to continue their present policy, which is to allocate $35,000 to cover both medical and legal costs for the indigent. Tuesday the commission learned that, although under $2,000 has been spent on medically indigent costs, the legal budget is running over the estimate. Figures show that the criminal legal budget will run over from $10,000 to $15,000 since that amount will be carried over from last year. Over all, the budget for legal and medically indigent expenses is in bad shape, Mr. Walker said. MR. MORGAN argued that the patients had been treated with the thought they would be covered. Mr. Hansen said the hospital had tried all other avenues of funding and had come to the commission only as a last resort. Mr. Morgan said the I'tah state law stated that the sioner Wendell Zaugg disagreed, saying the law indicated the county commission should determine how much of the indigent care it will pay, if any. IN MOST emergency cases, Mr. Walker said the county authorizes the expenditure of a certain amount of money and will not pay over this amount. On cases like the first four, which have not had prior approval, the county usually will not pay over 25 percent, he said. Mr. Morgan said two of the cases for which the hospital is seeking funds involve emergency surgery. The commissioners were not notified prior to the surgery' as the hospital at that time was not aware of the county policy. In one other case the hospital had assumed the costs would be paid by Medicaid, but the patient left the state before the proper papers could be filled out.
