Very apart! a disBOISE senting voice being raised, the legislature passed a memorial to congress Saturday asking that the tariff on lumber products be raised "with a view to the encouragement, stabilization and protection of the lumber industry In this and neighboring staies." Tne memorial pointed out were that many products shipped into the country free of duty in "ruinous competition with the output of our mills" and resulted in many skilled woodsmen and millmen being idle during part of the year. Measure Falls, bu( Billboard Plan Gets Senate Backing. Levy Special to The Tribune. BOISE, Idaho. The slaughter of the cigaret tax measure in tne house of representatives of the present Idaho legislature, and thereafter the appearance in the senate of a bill to make the advertising of cigaret a . a ' misdemeanor, constitute two outstanding events of the past week. The introduction of large appropriation bills, the slaying of the antihlgti school fraternity measure by the sen- ate after it had passed the house and the Jockeying that went on over the fcntioleo margarine act. furnished , highlights of the sessions. ' , Governor's Speech lias Strong Bearing. Many different interpretations are placed on the defeat of the cigaret tax act. There was a reeling among solons that singling out the eigaret lor taxation purposes was discriminatory and if a tax was contemplated ii should apply to all forms of tobacco. And there was some resentment over a statement given out by Governor H. C. Baldrldge for publication, wherein he made clear his attitude on cigaret taxation. Members of both houses felt the state's chief executive should have sent special message to the legislature. His statement to the newspapers was somewhat unofficial In form, yet decisive in character. The Governor's statement was given out January 31. February 11 the house killed the ciearet tax bill bv juaeimiieiy postponing it, ana uie motion to dispose of It In this ner was made by a member of the governor's party. Representative J. L Hodgins of Twin Falls. Nn fwnrri vnt fat taken nn th motion. ' but the standing vote showed thirty-si- x members in favor of Indefinite postponement and nineteen against. An attempt to save the measure by having it retain its place on the calendar failed, because another member of the majority party," "Representative ""Sanborn, "floor leader, raised a point of order. Advertising uui Enters Senate. The day following there was introduced in the senate a bill seeking to prohibit the billboard advertising of cigarets. It is sponsored by no lets than twenty-fiv- e senators, which is a majority of the senate, and therefore seem assured of passage there. The authors are Senators Freehafer, Webster, Barrett. Woodward, Hanson, Monroe, Clapp. Sharer, Lau. Hag an, Lamme, Swanstrum, Transtrum, Johnson. Reed, Baker, Phllbrlck, i Graves. Spahrt Whltten, Treiber, DissmWe, Keith, Vincent and Hal- - The preamble to the bill reads In , part: "There are constantly kept before or tne our oi state coneyes youtn spicuous and attractive cigaret and tobacco advertisements, and here is constantly brought to their attention by the radio the satisfaction and pleasure of cigaret smoking and the use of tobacco, whereas much of the . 1 advertising of cigaret is misleading and scientifically untrue." r Motorcycle Rider Hurt in Collision With Motor Car Special to TIm Tribune. , POCATELLO, Idaho. A picture of a land where prison would be transformed into general hospitals and jails would be emptied of their prisoners was drawn Saturday by Senator Irvin E. Rockwell of Blaine county In support of a bill he has lntHrdnced. His ' bill would make compulsory the teaching of civic loyalty In all school In the state from the grades through college. He made his statement during an explanation of the bill appropriating money for the state charitable and penal institutions. "If proper legislation Is passed and I think this proper legislation is contained in senate bill 81 there would come a time when these appropriations for prisons would be decreased to a point where they would be nothing at all." he said. "I have no- complaint over the present appropriation. It is necessary. But let us4each our children the value of good conduct and the practice of the golden rule, then we can turn our prisons Into hospital for the sick of the land rather than having to fill them with the hundreds who now break the law." last............ for d at 10.95 are . 1 ".
