Mrs. Steele does offer a tip for the type gardner who hates weeds. Each year, my husband helps me prepare the garden spot. After that, he just sort of fades out of the picture. So, I devised a method for controlling weeds. I simply cover the spot with black plastic. Then, with pattern-lik- e precision, I cut holes for each individual plant. She also sews for each family member. She is especially interested in the concept of clothing recycling where clothing that is no longer used because it is too small or out of style is recycled to make completely new garments. This summer she also used training to organize a family reunion for 100 people on Ferron Mountain. The hardest part was devising a system to identify the almost 60 children attending, she said. We finally devised a color system that helped us know which part of the clan belonged to whom. Each family was assigned a color and was required to wear it all week. That way, it was easy to remember that all the blues were Uncle George and so on. Besides all her personal activities, Mrs. Steele contributes many ideas and recipes to Market Bazaar. Miller Creek residents get district; to ask Emerys approval Miller Creek residents got the go ahead Wednesday on a special service district 'that could eventually eliminate the need for transporting culinary water. Carbon County Commissioners unanimously voted for the formation of the Miller Creek Water Special Service District. The special district creates a legal government entity and has the power to tax. The district will seek grants and loans from the federal government in order to complete its own water system. Plans eventually lead toward hooking up the Price River Water Improvement District water line, a project PRWID is ' constructing now. Ervin Feichko of Miller' Creek said the special distfitt is seeking $900,000 in grants. The total project will cost approximately $1.5 million, he said. Establishment of the special district allows securement of loans because the ablilty to levy taxes can guarantee loan payment. The next step is creating a board for the Miller Creek Water Spacial Service District. The commission also accepted ownership of 4,100 feet of water line extending from the northern boundary of the Industrial Park along the pipeline route along This is to satisfy requirements on a $60,000 federal loan. Palmer said the district will still operate and maintain the water line at its own expense. In other action Wednesday, the commissioners approved indigent abatement on property taxes to be set at 50 percent of the tax, not to exceed $300. Last year, the county gave up Commissioner Guido Rachiele said the board must be made up of no more than seven, but no less than three members. He said the commission will accept recommendations from Miller Creek residents for board appointments which will be made on November 12. U-1- 0. Phil Palmer, manager of the PRWID, said the district is not in opposition to establishing the district, but only requests that when the water system hooks into district lines they become part of the improvement district. Residents belonging to the now defunct Miller Creek Water Co. wanted the creation of a special district in order to be eligible for tax money in 1982. $3,800 The county awarded a contract water line installation through the Industrial Park as part of the Four Mile Hill PRWID project Miller Creek residents will be hooking into. Low bid was accepted from Tony Siaperas Construction Co. of Price for $71,720.40. Engineers estimate for installing approximately 4,000 feet of pipeline was $74,000. on a the through indigent abatement program. The commission also approved turning over unpaid ambulance service debts to a collection agency. County Clerk Norman Prichard said unpaid ambulance bills total more than $5,000 over a three-yea- r period. Prichard said he feels the county will not be losing the 50 percent of the bill it relinquishes to the collection agency, but would be gaining the other half of the bill. The commission did not specify what collection agency will handle the bills. 12-in- BLUEBERRY BANANA CHEESECAKE Mrs. Steele practices the concept of "clothing recycling" making new out of old. crackers (3 cups) square margarine, melted Vi teaspoon cinnamon can prepared blueberry pie tilling 30 graham 1 By KRISTEN D.
