No formal announcement of what- -' ever plane the commission ma y have has been made, and none is likely until some definite action is taken. However. the commission cognisant-e- f thd greatly improved condition of the carriers .as a whole, of the unusual volume of business handled at the present time and for the past few months and excess earnings of a considerable number of strong roads, is carefully studying the entire rate fabric as a preliminary to deciding what proceedings should be inaugurated to revise rates.
