Show Page E2 Most of you already know me and know that I am running unopposed in the District 2, Precinct 4, County Council race. Id like to tell you why you can confidently me to serve the citizens of Grand County for another four years. I am a true Moab local. I was bom here, went to school here and have worked here my entire life. After retirement, I felt like I still wanted to do something for the community. Thats when I ran for County Council. I have been serving you on the council for four years. In that capacity, I serve on many boards: re-ele- ct Southeastern Utah Assoc, of Governments Community Development Block Grants Committee (Vice-Chairma- Mike Dmitrich Phillip O. The most important I issue in this campaign has to do with a principal rather than strictly an issue. When the majority party redrew District 27 last time they included part of Utah County in it. My opponent is from Utah County. Now the Wasatch Front already has 90 of the seats. While I respect my opponent, or most anyone who will give of themselves to run for public office, I will say that we in Eastern Utah simply cannot afford to lose local representa- tion. During election time it is normal for candidates to make promises to the voters. I know that many of you get tired of slogans, advertising and promises that are often broken within months of the election. But I am willing to make some promises to you, and because youve been watching me for four years, I think you know I am a person who keeps his promises. I promise you that I will continue to work as hard as I have been for the past four years. I spend about six hours every day at the County Courthouse. I welcome your visits to the county offices. I welcome your phone calls. I will listen to you and make sure your voice is heard during council meetings. I also promise to always vote for what is BEST for Grand County, even if that is not the popular vote. I will vote from my heart and from the research I do. I spend hours of my time in meetings learning about important issues; other times I am reading and researching in the council office at the Courthouse. I make informed decisions each time I vote. Finally, one of the most important promises I can makes is to continue networking with county and state officials throughout the state. Sometimes who you know and what meeting you attend makes the difference between getting funding for a project and getting turned down for e that funding. I am on a basis with the people who make decisions for rural Utah. I make sure that we are not forgotten when it comes to state funding. I make sure that they remember Grand County as they are making decisions up north. Republican; v. Urban v. Rural. Utah is the most urban state in the Union, believe it or not. Urban people simply do not understand the problems that come from resource production and the problems distance and space we have to contend with. They do not understand the sense (and reality) of rural isolation. They dont know what its like to provide services with very minimal tax bases. If Southeast Utah loses this seat, I can almost guarantee you well never get it back. Im very proud of the fact that, with the assistance of Representative King, of the improvements we have been able to push through on Highways 6 and 191. We will continue to work with local officials and UDOT to get the heavy truck traffic off Main Street by creating a bypass route. One of my proudest accomplishments of the last four years was the assistance we able to give the wine industry of Grand County. We were able to get tax breaks to encourage grape production. I feel that ultimately Grand County will become famous like Napa Valley. I am working with a legislator from Grand Junction to hope to be able to implement the same incentives to growers they offer in Colorado. They have had enormous growth and theres no reason we cant do the same on our side of the line, We were able ' to fix the liquor laws to allow tasting at the winery sites. The industry has nowhere to go but up. I will continue to assist this and other economic developments for Grand County. This area needs a Senator who has been in and under- stands resource production and rural water issue. Those of you who know me, know that I have always been a good coalition builder. It is my seniority and connections that allow me to get done the things you want done. It is always a pleasure to hear from you and I hope that if I am reelected you will continue to write me with your concerns and to visit me during the legislative sessions. State Senate, was raised in Springville and currently fives in Mapleton. He received his bachelors and masters degrees in business from Brigham Young University. Phill served for 34 years in the Utah National Guard, retiring in 2000 as Deputy Adjutant General. During his career, he received numerous Army awards and special assignments, including the Executive Committee of the Utah Olympic Public Safety Command and the Governors Cabinet Council. Through his assignments, he has gained extensive experience working at the highest levels with both the state and federal government. He successfully and responsibly managed an annual federal budget in excess of one hundred million dollars. In this campaign, he has identified five issues that demand timely corrective action: Education, Economy, Public Lands, Transportation and Wa- ter Rights. Phill believes if these issues are resolved, our communities will reap great benefits. Education: Phill supports local control of education, believing that we would be better off without federal intervention in our schools. The federal government provides less than 10 of the money we use in Utah schools, but over half of the regulations that our teachers must comply with. Within the state government, regulation of education should also be minimal. Just as a bureaucrat in Washington, D.C. does not know what Utah children need, a bureaucrat in Salt Lake is highly unlikely to know what a child in Price or Moab needs. Educational decisions must be made at the local level. To ensure this, we must limit the power of the state school board over local school boards and cut state education regulations. If necessary, we must forgo federal funds to remove federal bureaucratic regulations from our classrooms, to allow our teachers to really teach. Economy: Phill believes we need to lower the personal and corporate income tax rates. We must also cut unnecessary regulations, which burden business. Small businesses are the backbone of our economy, but they have been smothered with the endless paperwork and licensing that is required by government agencies. Additionally, Utah must promote tourism by developing a campaign in conjunction with county and local officials. The Board of Regents and legislature need to implement a new strategy for our higher education institutions that will tailor our academic programs to meet the needs of Utah businesses, and promote advancement into them. Public Lands: Phill believes the Federal government must divest itself of much of the land it controls in Utah and turn it over to local control. This would create jobs and dramatically increase the funding for our schools, roads and water development. Phill also supports school trust land swaps, to ensure that natural resources are developed, and billions of dollars get to Utahs schools. Phill Transportation: we believes must strongly achieve a balance between maintaining major highways and developing better transportation routes to our rural areas, to allow better economic development. As the growing Western population fights for the existing water, we must maintain our share of the Colorado River Compact water. Additionally, water conservation must become part of our daily fives. Republican and Democrat representatives here in Utah are carrying out the same agenda on the state level as are seen at the nation al level . Consider how 69 of Utahans voted to make it harder for the Government to confiscate their home and property in last years general election (Citizens initiative B) and in this years session The The Utah legislature defied this Constitutional right to property by voting to override the voice of the people and give government easy confiscation powers (SB 175 S2) and wipe out your rights to due process. Your State Senator Mike Dmitrich voted in favor of this defiance. . Consider the powej of the Division of Child and Family Services DCFS and how they wield that power picking and choosing whom they will and will not prosecute for leaving dirty dishes on the dining room table. No jury trial, no facing k your accusers. Sure they are necessary in legitimate cases of serious abuse, but even the parents accused in these cases should have the Constitutional Right to a Jury trial thus avoiding the bonuses paid by the Feds to Judges and DCFS workers for each child taken, working against the accused. Consider the fact it was Utah Congressman Jim Hansen and Republicans who created and sponsored the fee program on public lands plac- ing a Government Agents thumb on your neck, while the original intent of free public lands was to avoid the very concept of the kings land and your having to pay for his permission before you entered. Consider the legislation stopping tax dollars from paying for abortions in Utah hospitals (SB 68 S3) and how Republican State Senator Curt Bramble gutted the bill after it had already passed by bringing in the ruling of The Utah Department of d Health and allowing officials to override the non-electe- law. The ways and means being used by state leaders to subtly wipe out your rights and freedoms are too numerous to all be mentioned here. I hope these few examples are enough to prompt you to take a closer look at the Constitution Party www.constitutionparty.com and consider voting for me for State Senator. Elected or not I will do all I can legally do to bring back Constitutional freedoms. Tell your friends, tell your neighbors they no longer have to vote for .the lesser of two evils. SOCIAL JUSTICE AND EQUAL OPPORTU- NITY All persons should have the rights and opportunity to benefit equally from the resources afforded us by society and the environment. 3. ECOLOGICAL WISDOM Human societies must operate with the understanding that we are part of nature, not separate from nature. We must maintain an ecological balance and live within the ecological and resource limits of our communities and our planet. 4. NON-VIOLENC- E It is essential that we de-- ! velop effective alternatives to societys current patterns of violence. We will work to de- militarize and eliminate weapons of mass destruction, without being naive about the intentions of other governments. 5. DECENTRALIZATION Centralization of wealth and power contributes to social and economic injustice, environmental destruction, and militarization. Therefore, we support a restructuring of social, political, and economic institutions away from a system that is controlled by and mostly benefits the powerful few, to a democratic, less bureaucratic system. 6. COMMUNITY-BASE-D ECONOMICS AND ECONOMIC JUSTICE We recognize it is essential to create a vibrant and sustainable economic system, one that can create jobs and provide a decent standard of living for all people while maintaining a healthy ecological balance. Im for freedom, for people, and against most government controls. Those who wish for America to hold on to the values and ideals that formed this great nation should vote for me. I know what it is to work with my hands and with my head. I have 4 grandsons, 3 of whom live in Moab. Most of all, I wish for a bright future for them in Utah. My dream for Moab is good jobs. Many jobs are lost because counter-productiv- e regulations, bureaucratic mandates, and our current tax structure, all work to stifle our small and medium businesses-th- e heart of job development. My objective is to remove these impediments to business and job growth. My dream for Moab is a community college special- izing in tourism and service industry-Moab- s strengths. My dream for Moab is lower taxes. We must remove the sales tax on food that places an unfair burden on our youth, our elderly, and everyone else. My dream for Moab is prescription must enable our Department of Health to order drugs from the least expensive reliable source. My objective is to allow the free market to work - without government We drugs. interference limiting our choices. My dream for Moab is a better education for our children while giving parents a strong voice in their education. The No Child Left Behind Act needs to be evaluated to determine if this program truly has our childrens best interests at heart. Use of vouchers, tax credits, and charter schools are alternatives that need to be explored. A tax deduction for tuition would ease the burden of providing higher education. My dream for Moab is no nuclear tests. Utah kept quiet during the 1950s and 1960s atomic bomb tests and thousands of Utahns suffered and died. My objective is to ensure nuclear testing remains an ugly memory. My dream for Moab is rail service to Moab. Today, peoples first glance of our beautiful valley is a disappointing vista of bare ground and sagebrush, remnants of our past. We can do better! Lets clean up the tailings, run a rail spur into the valley, and develop the Atlas wasteland into a riverfront marina and activity center. This would encourage tourism, create jobs, and turn an eyesore into an oasis, welcoming all to Moab. These are some of my goals for Moab which I will work for when you vote for me and elect me to represent you in the Utah House of Representatives. I can win with your vote.
