If these companies can prove they can do the work, then there is an incentive to use them as opposed to companies on the Wasatch Front, Davey said. However, to introduce a larger audience to these companies, Davey proposes cash incentives. Its like a rebate, he said. Incentives are already offered to the local business community via an Enterprise Zone. The designation allows several tax breaks to businesses that offer above average wages and health insurance; invest in equipment; and occupy vacant commercial space. Local businesses need only apply for the credits on their individual state and federal tax forms. I guess they think this will solve the speeding problem, but people find it hard to drive that slow, Chacon said. County Roads Supervisor Dave Warner said law enforcement has sole discretion to change the speed limit on county roads. He said his department has also received repeated complaints about drivers exceeding the 40 mile per hour speed limit. Ive been getting complaints about that area since we started having all that development in San Juan County, Warner said. This is something thats been going on for a couple of years. Over the next few months, the county roads crew will also be replacing a number of yield signs with stop signs, Warner said. Those changes, which will occur on streets and roads throughout the south end of the valley, are also intended to help improve traffic flow, and reduce safety hazards along some of the countys more heavily-travele- d roads. Law enforcement officials are not using the speed limit change as an excuse to hand nesses in rural Utah and offer a sort of business group plan, and rates. Grand County also has an active revolving loan fund for new and existing businesses that wish to expand. Its a real loan, he said, requiring collateral and a repayment schedule, but may be easier to obtain than a bank loan.
