Page A8 Judge OKs execution for Joseph Johnson A SALT LAKE CITY (AP) federal judge cleared the way Tuesday for condemned murderer Joseph Mitchell Parsons to be executed by lethal injection, likely before the end of the year. Magistrate Ronald N. Boyce granted Parsons' request to withdraw an appeal of his 1987 death sentence for the murder of Richard Ernest, a California man who picked Parsons up while hitchhiking in U.S. Barstow, Calif. Ernests sister, Jana Salais, who was separated from her brother at birth and spent years searching for him, said Parsons' execution will bring closure. "I'm glad it's finally going to be over. It's been a long time," she said from San Antonio. "It's not going to bring my brother back, but it's justice." In April, Parsons, 34, asked Boyce to allow him to drop the appeal and be executed. But before ruling, Boyce ordered Parsons to consult with attorney Ron Yengich, who has experience representing death row inmates. Yengich had been appointed as Parsons' assistant counsel, but they had not discussed the decision. Parsons was not swayed by the meeting. "I'm dropping the appeal," he said, appearing Tuesday shackled in an orange jumpsuit, short black hair and an elastic securing his black glasses. Boyce said a mental evaluation found him competent to make such a decision and said there appeared to be nothing preventing Parsons from dropping his appeals. Parsons has refused interview requests, but his lead attorney, Greg Sanders, said his client is tired of living on death row. "He makes it clear at every turn that he wants to die," said Sanders following Tuesday's hearing. "He doesn't see himself as having a future." In August 1987, Ernest picked up Parsons, then 23, who was outside hitchhiking Barstow. Parsons, a Florida had native, recently the trial. During the sentencing phase Parsons said Ernest had made a sexual advance during the night and grabbed Parsons when he tried to escape. Sanders has said that Parsons believed the killing to be but no evidence was presented supporting his ver- self-defens-e, sion of events. After his sentence, Parsons limit set a in which to complete his appeals, but pushed back the deadline hoping that Boyce would rule on an appeal the judge had been mulling for more than 3 N9 Regents to consider SALT LAKE CITY (AP) Dixie College supporters are pinning their hopes on a Board of Regents decision next week concerning the community state college's bid to become a four-yea- r school. 10-ye- 12 years. issued a tentative ruling last Wednesday, even though Parsons asked the judge in April to allow him to withdraw the appeal. "I've been under a sentence of death for 11 years and I honestly don't see anything good coming out of it," Parsons said at the May hearing. "I've made my peace with myself and my family and it's time to move on." Boyce said there was no apparent reason not to block Boyce finally Parsons' request, and recommended Tuesday that Parsons' stay of execution be lifted and "further proceedings in this matter not go beyond what is appropriate." The decision means that Parsons will likely not have further appeals in federal court. Sloppy controls also can leave the military buying too many or not enough of essential goods, says the General Accounting Office, a research arm of Congress. The GAO found that none of 14 military depots it visited last year including Utah's Hill Air Force Base met the accuracy military's for standard inventory ' records. Hill's accuracy rate was 90 percent, the best among Air Force stations and lower only than two Navy depots in the " survey group. Hill is one of three Air Force centers that orders major purchases based on computer inventory records. If those records are inaccurate, the base ends up "purchasing items that it does not need" while "being short, of needed items," the GAO said. But Hill performs regular inventories and physical assigns employees to do the counting, making it harder for problems or theft to be hidden. Other bases conduct inventories by simply reporting what their computers say is inside their warehouses. WJien GAO inspectors observed tJris lapse at the Susquehaniia-NeCumberland Defense Distribution Depot, Ifiey insisted on a physical counf and found 1,018 fewer goggles than records showed, for a loss of $1.3 Night-visio- n night-visio- n rjail-lio- Cemetery. r John William Robertson A new freedom on the fourth of July. V The GAO complained tfiat many bases find unexplained discrepancies and fail to notify security of possible thijts. Hill's two sister Air Fpce logistics centers at Oklahoma City and Warner Robins, (a., for example, had not reported losses it found during 1998s Such depots "are not effectively identifying and investigating possible fraud, thefj or mismanagement of inventry," the GAO said.
