Show THE HERALD, Provo, Utah, Page 28 Sunday, September 13, 1987 1 N aroundswe of support for recall initiative -- jk LAKE CITY (AP) Utahns have no rapid way to recall state officials from office and in most cases would have to wait until the next general election, officials say. - The Utah electorate had a chance in 1976 to change the statute and make it easier to recall state officials, but the initiative lost 51 percent to 49 percent. If passed, the initiative would have been similar to one Arizo-nan- s using in an attempt to oust controversial Gov. Evan - iA-S- official from office. Utah's Constitution allows impeachment of elective state officers and judges for "high crimes, misdemeanors or malfeasance in office." Also, the Constitution allows the Legislature to expel members "for cause" and the Judicial Conduct Commission can remove state jurists for a number of reasons. Utah's initiative would have forced a recall election of any elected or appointed official if sponsors could gather signatures of 10 percent of registered voters. "Recall is not an unreasonable thing, but the petition 11 years ago was unreasonable," said Karl N. Snow Jr., Utah Constitution Revision Commission chairman. "You've always got 5 to 10 percent of the people mad at you. It could turn into harassment." Snow said the recall issue in Arizona "hasn't flowed over the border" and he said he has detected no interest in recall recently of state lawmakers. Val Oveson, state election supervisor, said he has no strong feelings one way or the other about a recall law.
