Barrett reported in his book that, "Apparently a mole in the Carter camp had filched papers containing the main points the president planned to make when he met Reagan for the debate." "Stockman did mention the mat- ter to Barrett," Dale said in a telephone interview. "He did not use the term 'mole' though." Dale emphasized Stockman does not know how the Reagan campaign obtained the documents. Rep. (UPI) -President Reagan, citing the need for "a grass roots campaign for educational renewel," said today it is up to state and local officials not the federal government to restore excellence to the nation's schools. "We federal officials have the responsibility for identifying the national interest in education and providing leadership," Reagan said in remarks prepared for a regional forum on education reform. "But local officials are the ones who pay most of the bills and govern the school district," Reagan added. "And it is at the local level where progress will be made." The comments came as Reagan made a second straight day of campaigning for his back-tbasics formula for reversing a deterioration of educational quality, cited in April by the National Commission on Excel Shop weekdays o 10 9, -- lence in Education. Reagan, who pitched his program of more rigourous academic standards and closer partnership between educators and businesses Wednesday in appearances before groups in Kentucky and Kansas, said the commission report, like the first Soviet space satellite in 1957, "has shaken the nation" and once again focused intense public debate on the quality of education.
