The panel was formed at the instigation of more than 100 electrical appliance manufacturers, more than 500 gas companies, and the American Retail Federation, which includes such national 's. firms as Sears, and J. C. Dr. Cutler, of the BYU staff, was asked by these groups to chairman the organization. The panel is entitled Macap, an achronism coined by Mrs. Cutler.
