Under Integrated Weapon System Management, a program will begin when the program office is formed and end when the system is retired or canceled. 'One goal of integrated weapon system management is to present a single face to the user," McDonald said. "The IWSM single manager will initially be located at the product center what we call a division today," Yates said. "He or she will have decision authority for the life of the program. This is significantly different from what we do today." Yates said the program manager will be responsible for all systems engineering and configuration management. "If he decides that a modification is necessary, and that a depot should do it, he may ask the depot to design the modification and give him a schedule," the general said. "But they will come back to the program office for approval and for funding, because the system program office will have the money." Eventually, when the program is mature, the IWSM single manager will relocate from the product center to the logistics center. "What does mature mean?" the general asked. "It means no block upgrades planned, no major modifications planned... no other major acquisition elements are involved." The programs represent all product lines, such as aircraft, space, missiles, electronics and communications. The 21 programs were divided into and four groups for a phased start-up- , charged with selecting a single manager and developing an Integrated Weapon System Management concept of operations for their respective programs. The first program concept of operations and IWSM single manager were approved in July for Life Support Systems. Teams of people from both com Management System processes based on the experience gained by the 21 programs. The core processes are: requirements; systems engineeringconfiguration manage- ment; financial management; contracting; test and evaluation; logistics; technology insertion; and IWSM manager. For example, the contracting process action team is responsible for understanding how each of the 21 programs develops an integrated contracting process. From that, they will develop the new Air Force Materiel Command contracting process. IWSM working groups will identify the overarching policy, plans and training for weapon system manage- ment in AFMC. One group is developing the policy that will control the management process for all weapon systems. Hilltop Timet Another group is writing and refining the implementation guidance for the rest of the AFMC programs. And the remaining group is preparing the training to make sure that AFMC people are ready to carry out Integrated Weapon System Management concepts next year, and beyond. The integrated command seeks to become better than the sum of its parts through improved business practices. These strategies aim to reduce overhead, eliminate duplication, reduce regulations and consolidate planning activities. In addition to the IWSM core processes, a number of other targets already have been identified. They include: Environmental management. "In integrating the two commands, we are not trying to smash one culture into another culture," Yates said. "We are trying to create a new culture. The planning is done.
