Sept. 20, 1991 NCO The 732X1 personal affairs and 732X0 personnel Air Force specialty codes will merge into one Air Force specialty effective Oct. 31. The new 732X0 specialty description will include duties of the former personal affairs field. A new specialty training standard incorporating personnel, personal affairs and 732X4 base career adviser duties is being reviewed for publication and should be released in November. A Specialty Knowledge Test exemption has been approved for personal affairs people converting to the new AFSC. The waiver is for promotion cycle 93A only, which is January through March 1992 for those testing for promotion to technical and master sergeant, and April through June 1992 for those testing for staff sergeant. Affected individuals will only receive the Promotion Fitness Examination during that cycle. Starting with cycle 94 A, personnel specialists will be tested on all areas of the revised specialty training standard. e Home loan interest rales drop The Department of Veterans Affairs lowered its maximum interest rate for home loan guarantees from 9.5 percent to 9 percent. This marks the third time this year the rate has changed. Reducing the rate means that monthly payments on the typical VA loan of $80,000 would drop from $672 to $643. This represents a potential savings to the borrower of more than $10,000 over the life of a 30-ye- loan. At the same time, VA will decrease by of a percentage point the maximum rates for graduated payment mortgages to 9.2 percent, home improvement loans to 10.5 percent, manufactured home loans to 11.5 percent, manufactured home-lo- t only loans to 11 percent, and manufactured home and lot loans to 11 percent. In fiscal 1990, VA guaranteed more than 196,000 home loans totalling nearly $16 billion.
