Show Sept. 20, Why couldn't I golf In tournament? I'm a current member of the Hill AFB NCO Club. They sponsored a golf tourna- ment for club members recently, but I was TDY and did not receive the literature regarding when and where the golf tournament was to be held. When I found out the tournament was going to be held Aug. 16, I called but they were fully booked. asked if they couldn't accept more players, but was told they only had two hours of tee-otime available at the golf course and only 120 people could play. Someone at the golf course, however, told me there was no problem with I ff more people playing. I wanted to play in the tournament. I support my club, and I feel they should support me. There were members playing in the non-clu- b tournament. Why don't they accommodate members before guests? The NCO club was correct; they had to limit the tournament to 120 golfers. With tee time intervals, only 15 foursomes per side can tee off before the first foursome makes the turn (usually two hours). If additional foursomes were added, a traffic jam would occur at the No. 1 and No. 10 tee boxes, resulting in slow play and dissatisfied golfers. This was the reason your name could not be added to the list. I also checked with the club about the tardy notification you received on the tournament. It seems the newsletter containing information about the golf tournament was mailed July 1. The club tells me you did not receive your newsletter because you had reported your card missing and had also changed your address. The club did not know how to address the monthly flyer so you would receive it. As a club member, inviting a guest to participate in varied club activities is a privilege many members perceive as an important part of their club membership. Not allowing members to invite guests to the tournament would have violated that privilege. It my understanding that tree branches and yard clippings were to be picked up in the housing area every Monday morning. They haven't showed up for two weeks now, and I haven't been able to contact the person who supposedly handles this. Can you check into this for me? Q M Special pickup of trash is for large bulk items such as sofas, carpet, appliances, etc. Grass clippings and leaves are picked up in your area with the regular trash on Wednesdays. Tree branches will be handled on the special pickup day as soon as the contract with the trash haulers can be modified. It is anticipated that the contract modification can be completed within the next two weeks, at which time all housing residents will be notified. Thanks for bringing this to my attention. Ji Why can't cheap air fare be used? jk l2 My husband is an active duty military member who deploys frequently. I work for Delta and found the government could have saved more than a hundred dollars with Delta's military rate the last time he deployed. Why is SATO charging a higher rate when lower rates are available for active duty military? The government could save a lot of money by taking advantage of the lower rate, especially now that they are offering the Military Thank You Program in conjunction with Desert Storm. Also, my husband called to change the reservation as he was asked to leave a day earlier. SATO told him the flights were not available, but when I checked the flights I found that seating was available. Why the discrepancy? Thank you for your interest in saving the government money. I wish we could use military "Thank You" fares, but they can't be used for official government travel. These fares can only be used for military leave. The Airline Tariff Rule 4855 will not allow government use of this fare basis. fare is mandatory. Since this lump sum exception was made as a reward for what was accomplished, would it be possible to grant approval to all of us who retire before December 1991, using that exception? As a working parent, I am happy this program is offered on Saturdays rather than during the week so my daughter can take advantage of it, as she has done for quite a few years. Thank you. It is a great pleasure to know that the fine children's programs at the base library are appreciated. More than 80 children, ages 3 to 14, participated in this year's summer reading program. Her "can-do- " attitude and willingness to go the extra mile have been greatly appreciated. I am happy to recognize this example of exceptional customer service. given, we are required to use the contracted carrier as well as the government-contracterate. There may have been seating avilable on the airplane, but there were no seats available at fare basis at that the government-contractetime. Again, thanks for your concern on saving government money and airline seating for our military travelers. SATO strives to give each and every traveler the best possible service available to the government. d d Lump sum questioned I Desert ShieldDesert Storm essentiality provision of the Omnibus Budget Reconciliation Act. At that time I tasked managers to evaluate mission requirements and their ability to support the Desert Shield workload. I also asked them to identify any critical positions, especially those where the individual involved had applied for retirement or expressed a 4 pick up tree clippings? they was 99 1 so-call- ed eight-minut- e Do 1 The Omnibus Budget Reconciliation Act of 1990 suspended the lump sum annuity option for five years for those who wanted to retire, but there were some exceptions. One exception was if you were employed in support of Operation Desert Shield at that time and then retired before December 1991, you would still qualify for the lump sum. I attended a commander's call where you acknowledged what a terrific job this air logistics center had done in support of Desert Storm in the large volume of material, munitions and other support that we provided. "You also told us we all had a part in this fantastic effort, and I agree. desire to do so. Because Air Force Logistics Command, as a command, was facing a major reduction-in-force- , and had just received approval for an early retirement, the air logistics centers were cautioned to use the essentiality authority sparingly and judiciously. Based on the above, I decided there were no positions so critical or essential that an individual would be denied the opportunity to retire if that was the desire. You state the exception (or essentiality provision) "...was made as a reward for what was accomplished," but that was not the basis for the provision. The provision was established to protect the benefits of employees who were denied retirement because of a compelling need on our part to support Desert Shield. No one at Hill AFB who wanted to retire was denied the opportunity. Therefore, there is no basis to approve a retroactive action that would grant a lump sum under the essentiality provision. Had you applied for retirement before the deadline for the lump sum option, you would have been permitted to retire. Once again, I appreciate your support of the Air Force and especially your support of operations Desert Shield and Desert Storm. Public phones don't work Several of the public phones in Bldg. 225 never seem to be working right, and one doesn't work at all. Also, there are a couple of credit card phones that are never used. Could they be changed back to machines so we will have a phone to use when we need to make a call? Bldg. 225 has a total of eight telephones: and two are coinless Six are sales data on the The (credit card) telephones. coinless telephones indicate they do get used and should remain. Of the eight telephones, the two coinless ranked first and fifth in sales. For more information on pay phones, contact Sandra Brightshue at Ext. 73907. coin-operat- ed coin-operate- d, Graveyard shift goes hungry We work the graveyard shift and our designated lunch time is 4 a.m. Now that the Crosswinds is going to be closed until 5:30 a.m., we have no place to eat. We only have 20 minutes and that's not enough time to go off base to get something to eat. Now they're talking about putting additional crews on graveyard and they're going to need a place to eat also. Can something be done to help us? J The new hours of operation at the Cross-J- " winds are in response to patronage, sales, workload, etc. The Crosswinds staff realizes a few folks may be inconvenienced on grave shift, and they apologize for tl at. However, they must yield to the cost effectiveness of curtailing low sales volume hours. Restaurant management did coordinate vwth the maintenance section before making the change to reduced hours.
