Thompson Jr., Ogden ALC commander, has only praise for his efforts. General Thompson nominated him earlier this year for the Federal Executives Association of Utah federal employee of the year award in the executive category. In his nomination letter, General Thompson praised Mortensen for accepting the challenge "with visionary leadership" in guiding, developing and establishing the reorganization of the major directorates here. Mortensen's peers agreed with the general's assessment because they selected him for the award. "(This award) probably means more to me than other awards I've received because it is from my peers," Mortensen said. "I'm flattered that General Thompson nominated me." He also lauded Hill's senior leadership for working together as a team to make all the changes here would." This teamwork blossomed amid the reorganization of Ogden Air Logistics Center last October under various directorates to streamline and combine -- J . operations that fell under maintenance, the comptroller and plans. "Designing our organization to be product oriented rather than functionally oriented was probably one of the most revolutionary things that has ever Gene Mortensen could best be described as the man with the money, the man who controls the purse strings of Hill AFB. He's also a man who, because of the decisions he has to make as the director of the Financial Management Directorate, isn't always the most popular person on base. "We are responsible for recommending the allocation of money to people and that's always a very tender subject," he said. That subject was especially tender this past fiscal year as Hill was scheduled to lose money through budget cuts and the downsizing of the force. Add to that the recent reduction in force and you would expect Hill to just be struggling along. That's not the case, however, Mortensen said. In fact, he proudly states that "Ogden is the only center that is making a profitthis year, even though we were scheduled to lose $7 million dollars." The reason for the success is simple, Mortensen said. As a service organization, his people made an extra effort to provide Hill's directorate leaders and their people, down to the lowest level of management, information they need to know on the cost of a product and the revenue to be gained. This also meant promoting the idea of being team players. It worked. "Keeping the team together is a refreshing thing to watch," he said. "Sometimes I think it's gone better than I imagined it would. "I always thought if people knew what things cost and the revenue, then they would manage.
