Show NEWS Use phones early, ate for best results Making your local and calls from the base early in the morning or late in the afternoon can save you time. "Place your calls to time zones to the east early in the morning, and to time zones in the west late in the afternoon, time permitting," said John Fullerton, a commercial communication manager in the 1881st Communi long-distanc- e Systems Group. There are currently 151 local outgoing trunk lines communications circuits that connect telephone switches and 137 local incoming trunk lines in operation on the base. In addition to these are 53 Salt Lake City exchange lines, and an additional 150 lines to the Federal Telephone System 206& and Defense System Network cation-Comput- er May 10, 1991 (formerly AUTOVON), making a total connection capacity at one time of 496 callers. Mr. Fullerton said that between 8 and 9 a.m. during the month of March, an average of 96.4 calls out of 100 were completed. He added that the acceptable rate is 95 percent for incoming calls, and 90 percent for outgoing calls. Between 10 and 1 1 a.m., the call placement rate fell to 23 percent, but was back up to 98 percent after 2 p.m. Mr. Fullerton added that Department of Defense policy places a limit on using government telephone systems for placing personal phone calls. He said the criteria for placing personal local and long distance calls is that the call does not adversely affect 1 1 5 Hilltop Times the performance of the employee or the employees' organization; it is of reasonable duration and frequency; and it could not be placed at another reasonable time. Regulations concerning phone calls say the calls must either be charged to a third party nongovernment number, made to an 600 number, a collect call or charged to a personal credit card. long-distanc- e d condi"Under current be limited calls should tions, personal to bona-fidemergencies only and approved by the supervisor," Mr. Fuller-tosaid.
