But, l will always remem- ber that the majority must never be allowed to deny the minority those rights granted to us all. lam interested in all areas of Town Council business, and will serve in any capacit that will best meet the needs oft e new council. 5. The portions of the Castle Valley Zoning Ordinance and POA Covenants in need of enforcement are those that are there to protect our health and well being, such as sewage disposal, fire codes, traffic ordinances and the like. We seem to spend a lot of time lately discussing the division of lots and the construction of two or more dwellings on one lot. The first of these should never be done, and the second one somehow must be considered. Many of us have parents etting up in years and need to e tended. Even some of us are getting along in age and may need some help around our places. I know there is a solution to this problem and we must find it. To enforce our ordinances, we must look to our legal system for solutions when reasoning and persuasion do not prevail. LOIS WAGSTAFF: i appreciate this opportunity to share my views on the current and future issues facing Castle Valley. 1. Priorities for the next four years: community survey, update of evaluation of need and means for culinary water system, and locating funding sources. If I am elected, I will recruit energetic volunteers to conduct a community survey and an in depth study on the pros and cons of a culinary water system. I will support changes in the Master Plan to reflect results from the survey and study. i plan to participate in locating funding options for the community lot, and to work on an application with the BLM to acquire the approximate 20 acres at the valley entrance (property use plan is required). For the next 15 to 20 years, I expect this community to be making decisions regarding available services (commercial district location), culinary water system, receiving tax monies and wood/ coal burning. 2. My qualifications for Town Council come from many years of community involvement with the POA, Town, Grand County and Canyonlands Community recycling. l am currently the Town Clerk and strongly support the Road Committee. | p an to continue my involvement whether elected or not. 3. I believe conflicts could best be resolved by reestablishing the neighborhood groups as an initial contact for community conflicts. If no solution is reached, then written complaint should be submitted to the council to take appropriate action if necessary. 5. l believe that all CV Zoning Ordinances must be supported and enforced. The enforcement must occur through established channels, and legal action should be initiated when ordinances are blatantly disregarded. POA Covenants need to be reworked and changed effective 12-31-98.
