What are your priorities for the next four years? 2. How will you facilitate communication in CV with regards to the community and Grand County? 3. As for enforcing them, if communications and debate can not solve these problems, there would have to be action taken by the Mayor and Council, possibly legal action. Both the Restrictions and Covenants and Town Ordinances permit this action. This of course should be a last resort. VALLI SMOUSE: 1. One of my first priorities is to get a water shed protection ordinance in place. lfeel we need to protect our water from any future development that might happen above CV. If we don’t protect our water shed, we can’t protect the quality of our water. How would you deal with con- cerns of residents who hold different opinions than you on issues? 5. We now have the POA cov— enants and the CV Town ordinances. What are your priorities for CV at this time? How would you propose enforcing them? MERRILL BRADY: i. A) Making all side roads all weather roads. B) Continue Mayor Groo’s work of saving our water rights. 1 think a special thanks should go out to him for his work on this matter. C) Down size our government. Let’s live by the rules we already have and not overburden ourselves with more restrictions. 2. In both cases keep an open door and ear policy. 3. As for multiple dwellings on one lot, the Castle Valley Covenants and Restrictions states in ltem #4, ”Every residence, dwelling andior summer cabin”. I myself purchased my lot knowing this was possible and have no problem, as long as there are no full time residents on a cations with Grand County have My second priority would be to review the Master Plan for CV and relook at, redefine (what ever you call it) our zoning ordinances. The new growth in CV has brought up many new issues that need to be addressed. There are a number of new and good ideas that should be looked at. We need to examine the direction our community is growing, and plan for the future. 2. I think that communications between CV Council and the community has improved considerably over the last couple of years. i think that posting the minutes was a great idea. I would hope to be able to continue doing so, when we get some sort of community bulletin board again. Likewise, I think the communi- Hedden as our representative on the County Council will help a lot. I would hope to keep an open communication with the County council. l’m not sure how to facilitate this, at this time. l would hope to get some ideas from the community. 3. I’m against multiple dwellings on one lot. That is my personal opinion and one that i feel strongly about. I’m also against any subdivision of a lot, except as outlined in the zoning ordinance. In order to keep as much of the rural characteristic of CV, we need to keep as much open space as we can. That is, after all, what brought us all here. To get away from it all, not to bring it with us. l know there are many different needs and circumstances that may need specific conditions or considerations. it is hard to anticipate every circumstance that could occur when writing a zoning ordinance. l think we need to study and look into some of these special circumstances. This should be done at the same time as the Master Plan is being looked at. 4. I think that differing opinions are very healthy for a community. Especially one that is growing as fast as ours. Being able to see different angles on an issue helps to make a better decision. You can’t possibly see all sides by yourself. To the best of my ability I will listen to everyone and not make hasty, emotional decisions. 5. i think I’ve addressed most of this question in the above answers. As far as enforcement of the zoning ordinance goes, I would like to see us create a position for a zoning administrator. This person would review all building permits, condi- tional uses, questions, or anything relating to the zoning ordinance. I would like some input on this idea from the community. I’m not sure on the complete picture, but I feel it’s time to get something established for the enforcement of the zoning ordinance.
