BUDGET: Joint POA/I‘OWN budget was approved by attending members and a motion to accept it was passed. CV DRIVE BALLOT: Current W ballot return regarding POA dedication of road to the town stands at 267 for CARPOOL TO MOAB and eight against. A minimum of 300 Call to get your name on the list. “yes” votes (2/3) is necessary to allow the dedication. Votes are still coming 1n. NEWS FLASH (15 June 93)—It was reported today by Lois Wagstaff, Town Clerk, that the POA has now received 313 "yes" votes (a 2/3 majority). Eleven "no" votes have been returned. The dedication is approved. POA/ TOWN CONTRACT was approved and signed. JOINT POA/TOWN ROAD MEETING ROAD COMMITTEE: The committee toured C.V. roads in order to compile current road condition status and related road information. They discussed ongoing and upcoming projects and improvements. STREET NAMING: Ron Drake needs volunteer chairpeople to contact owners on their streets for renaming, if that is owners’ desire. Those which are likely to be changed are those named after the original developers. Chairpeople for the following streets are: Holyoak/Karen Clark, Shafer/ George Ottinger, Carlsberg/Joanna Ehlers, and Pace/Paul Sizemore. ROAD ENCROACHMENTS: Joan Sangree reported that C.V. Drive encroachments are being dealt with; some are completed while others are still in process. CULVERT WORK: Buchanan, Miller, and Shafer are all in need of work. . ROAD SUPERVISOR POSITION: The Road Committee will be interviewing applicants for the position and will make a recommendation to the Town Council. See Supervisor’s job description, Page3. ROAD MAINTENANCE POLICY: Road Committee seeks input from residents regarding treatment of shoulders on their lanes. Castle Creek Drive residents have already submitted a proposal. Road easements will not be affected by any special considerations, HAPPY FATHER'S DAY, DAD! only the treatment of maintenance. UPPER 80: Letters were sent to Upper 80 lot owners regarding road maintenance. A request to assist access during a recent flash flood in the area had to be denied, since Town would be liable once it assumes responsibility by maintaining a road with no legal easement. CV TOWN MEETING BLM/TOWN LIAISON: Discussion whether or not Town should designate someone to deal with and keep abreast of Town/BLM issues. Majority of those present felt representative should be a member of the town council. Decision tabled. FAA LETTER: John Groo brought up the helicopter flights by law enforcement officials last summer. This continues to be a matter of concern for valley residents, as some applauded and others were frightened by them. The possibility of filing a community action suit was discussed. A grievance/ complaint letter will be sent to the FAA and other involved entities on behalf of concerned citizens rather than the Town. the State Lands was approved, however no funds have yet been made available. A summer Saturday morning market was suggested by Ji1 Kulander and the idea received well by those present. PLANNING COMMISSION: Susan Ulery was elected Vice-Chairperson. The pros and cons of participat— ing in the Federal Flood Insurance Program were discussed by the commission. The PC recommended that the town not participate at this time. There would be considerable monetary costs for the town as well as further regulations on future develop ment. PRIVATE DRIVE/PUBLIC ROAD INTERFACE POLICY: After presentation of several ideas, and discussion, a motion was passed and a policy adopted: a property owner may request in writing to purchase or provide culvert for one access, and the town will provide free of charge installation within two months. Culvert must meet town specifications. Any secondary access will be at owner We would need a land use plan to expense and must meet town specifications. BUDGET: The 1993-94 fiscal year budget was discussed and approved. TOWN ELECTION 1993: There are three Town Council seats open for election in November of this year. RESOLUTION 93.2: A resolution was adopted opposing hot air ballooning in the Fisher/Professor/Castle BLM LAND: Jack Campbell mentioned that there is a small area of BLM near the entrance to the Ranchos which might be available for the town. HOT AIR BALLOONING: See article, Page 4. TOWN LOT: The well is still at 280 feet as Beeman had to leave, drilling will continue once he returns. Ken Drogin‘s landscaping grant with Valley areas.
