The XI Corps Artillery Commander said the guard is now a with active Army units and receives first line equipment. But he acknowledged that the elimination of the draft has had an adverse effect on Guard membership. The Battery D, (Searchlight) 140th Artillery unit at Garland, for instance, is 14 men under strength, according to a spokesman. The guard nationally is 40,000 men below strength. In the past the Guard has been looked on as a "country cousin," Creer said. But now the guard operates under a "one Army" concept with greater emphasis placed on the Guard's role. In an emergency, Creer said the US has seven active Army divisions which could be deployed.
