Ovtf the years, the Board of Water Resources has dispensed several million dollars to communities, irrigation companies and other units for water development. Locally, at least four water projects are under way, financed partially by (essentially Board of Water Resources loans. The board also has the power to make appointments for the state to the Bear River Compact and the Colorado River commission. It administers a revolving construction fund from which money is advanced to water companies for projects too large for local financing and too small 1. "I feel good about it," Holmgren said of the appointment. "I hope I can really represent District I." Holmgren will attend his first board meeting July 8 in Salt Lake City. The new appointment will send him traveling to the rural areas of the state as well, since the board meets throughout the state. Holmgren has been active in public service for many years. He served as a member of the Bear River town board for eight years, and recently completed a stint as chairman of a committee to enact zoning and subdivision ordinances for the town. He served as a county commissioner for two years, overseeing construction of the new jail complex. He is a former member of the Bear River Valley Hospital board, County Nursing Home Board and former president and vice president of the South Box Elder County Farm Bureau." In 1974 he was nominated for the Utah Association of Counties outstanding county official of the year. He is presently serving on the county law enforcement merit board and is a member of the Vocational Education Advisory Council in the Box Elder School District. Rozoning Hoaring Is Slatod Principal Darwin Woodbury said nine blue ash trees were broken some time Sunday night. The trees are planted between the sidewalk and the street in front of the school. The vandals destroyed nine of the thirty-eig- ht trees. Horticulturist William Merrell, whose students planted the trees two years ago, valued them at $10 each. The high school at one time used to be lined with a row of trees which were "the beauty spot of the whole valley," Commissioners, Pilots To Meet County commissioners will meet with some area pilots in order to designate which public roads they will be allowed to land on in the future. A new law passed by the Utah legislature gives county commissions the right to designate on which roads pilots can land. Commission Chairman, Don Chase, said the commissioners would draw on the knowledge of people in the business,"people like Wayne Larsen of Tremonton, a commercial sprayer, -,to make their decision. Chase said the county will designate enough roads so that necessary services are accommodated as much as possible. The commissioner said the action would be taken in "the very near future." The law took effect May 9 but as of last week, no permits had been issued by the Utah Transportation Commiss-- . ion to any one. The Transportation Commission recently established safety rules and procedures to implement the law. The law basically requires pilots who have "a special need" to land on public roads to obtain a license. i Applicants must also meet other requirements, including proof of adequate insurance and proficiency- in landing an aircraft on a road. The law also requires that ground personnel block the roadduring the time the airplane is landing or taking off. "The aircraft will only be allowed to use lightly traveled roads," a DOT newsletter said. No state highways will be used except in cases of emergency. The new law was prompted in part by difficulties experienced in Box Elder County where Art Brothers, owner of Silver Beehive Telephone, was arrested for landing his plane on local highways in the western part of the county. The case against Brothers was dismissed. In other action Tuesday, Commissioners were approached by Ray Coleman of Willard. Coleman asked the commission what he will have to do to make a mobile home park he operates conform to the county's mobile home park ordinance. A judge recently upheld a restrain- ci ing order sought by the county against Coleman for violation of its ordinance.' The judge ruled that a temporary ordinance in effect a year and a half ago when the court was constructed, was valid at the time. It has since been replaced by another ordinance. Commissioner Chase said the commission wants to discuss the judge's ruling with its Planning Commission before acting.
