Consolidation Study Group is . if Necessary A STUDENT survey feeling out public opinion in Garland and Tremonton towards consolidation has turned up a refreshingly progressive view. Of those polled, 72 percent said they would support a study committee to determine the benefits and disadvantages of consolidation. No serious consideration could ever be given to a possible consolidation move without such a study. THE FACT that 72 percent of those polled would support such a study tends to indicate that most people are willing to be openminded about consolidation. The door isn't being closed without looking on the other side to see what's there. It is very possible that a study of consolidation would show it isn't a desirable thing for either community. BUT. A STUDY might also show it is a desirable thing ... a move which would make it possible to more economically provide the kinds of community services which residents of the two communities want. Negotiations are already in progress to develop a sewer treatment plant district through which the two communities would jointly operate that facility. That is the type of consolidated cooperation we see as possible between the two communities. ANOTHER AREA which could be consolidated, it seems to us, rather easily is in the area of garbage collection. Both communities now have contracts with a private concern to provide residential garbage pickup. Yet, each community is doing its billing separately, providing personnel to do that billing, and handling complaints individually. It seems only logical that the service could some day be consolidated. RECREATION IS another area which is already very much a joint effort of the two communities. Garland, for instance, contributed money to the operation of the Pony and Colt Baseball League while Tremonton pays the wages of the coach. Students from both communities participate in little league baseball play as well. ONE CONCERN in the past has been that of retaining the identity of each community. It is still a concern as reflected by the number of people in the poll who feel councilmen should be elected by districts representing each community under a consolidated government. It is also reflected in the number of people whose biggest concern about consolidation is whether the names of the two communities will be changed. WE HAPPEN TO feel that consolidation of government services can be accomplished while still leaving intact community identities and names. But only a study committee armed with the facts can tell us for use. We'd like to see such a group formed, whether by the two city councils or by service clubs in each community with the blessings of the two city councils.
