Show Garland Times. May 2, The lader-Th- e 1'ajje 12. 1977 Utah Foundation Feds Spend! Millions In BE about 72.5 percent of total personal income in the county during the preceding calendar year. These were some of the facts reported by Utah Foundation, the private tax research organization, in their annual study of Federal outlays in Utah. A breakdown of Federal spending in Box Elder County shows that $45,582,000 of the 1976 Federal outlays were made by the Department of Defense, $10,864,000 by the Department of Health, Education, and Welfare, $8,670,000 by the Department of Transportation, $1,751,000 by the Treasury Depart County 1976, Federal outlays in Utah rose by 69 percent, but outlays throughout the nation increased by 89 percent. As a ment, $1,877 000 bv the Veterans Adolher ministration, and j024-00Federal agencies Federal outlays throughout the state of Utah during the 1976 fiscal year totaled $1,946,686,000. This sum includes all Federal expenditures made in the state - for salaries. Federal Federal outlays in Box Elder County during the 1976 fiscal year totaled $1 16.767,000, or about $3,854 per capita. These expenditures also were equal to purchases and contracts, result, Utah's share of total Federal spending declined from 0.61 percent in to 0.54 percent in 1976. During this 1970 same period, Utah's share of the total tax burden climbed from an estimated 0.38 percent in 1970 to 0.44 percent in grants-in-ai- d 1976. to state and local governments, along with other Federal payments to individuals and institutions within the state. According tp the Foundation report, the proportion of total Federal spending made within the state has been declining despite the fact that residents of the state are paying proportionately more in taxes to finance such Federal programs. Between 1970 and Foundation analysts attribute this shift in Federal spending to the strong effort that has been made during recent years to divert Federal expenditures away from the South and the West and into the more populous Northeast and Midwestern States. - Star-Gazhas finally confirmed w hat most people probably already knew - I'm too big for my britches or at least big enough. It seems the Tremonton City Council can not make up its mind. Is there a drought or not, and if there is i drought, who does the drought affect? On the first of May they ordered that every home owner only water their lawns every other day in order to preserve water. However, last week they amended this order to permit those who have planted new lawns to water everyday. If there n, a drought it should affect new lawns as well as my old lawn. Would this decision have anything to do with the fact that three of the City Council members are neighbors and have just plained new lawns? I hope this is not shades of a new "water gate!" It will be interesting to see what happens if i ho drought continues and we are ordered by the City Council to only take a bath every other day except if you have a new tub ' 0 auditorium. I am not sure that I will live that long, but your write-u- p on Mr. Ed Shaw inspired me to adopt his desires to live four and d years so he can say he is 100. That is surely something to be proud of. He takes good care of himself. That one to two mile walk each day and the good and happy thinking he gets from reading Norman Vincent Peale makes him think he can do almost anything he wants to do. And, I think he is about right. Well now, let me say I read Mr. Peale too and I also think your paper is the best small paper put out in our state, only it isn't small any more. Your account of all the taking place in Tremonton and vicinity tor ' timemarriages and eternity and the record of "so many young people going ornn'issions and thervtbe wlcome home again. The rest home and the hospital have occasional items, but I am interested in what they are doing and so is everybody else. Those are two good institutions that Tremonton can surely be proud of, even if Jay Dee Harris, Deloris Stokes and Mel Foxley didn't build them, they did a lot to help get them. I was a stumbling block in getting the new hospital, but I made it so cheap to them that Jay Dee and Deloris had very little difficulty in convincing the people that their lease on the hospital would cost very little, as the rents paid half and the option paid double at the end. But I was so glad to get rid of it that I am afraid that if I had to meet the government regulation any longer, I woulShave given it away. As it was, 1 was losing from one to three hundred dollars each day, the last two or three weeks that I kept it open. Well, I have written quite a lot to tell you that you have a wonderful, not little but good paper in The Leader and it is surely doing a lot to keep Tremonton on the map. I take great pleasure and satisfaction in reading it.
