This added greatly to Civilian Personnel Directorate For the past six months Hill AFB has been actively participating in the Department of Defense, Expanded Separation Incentive program, or more commonly known as VSIP II. VSIP II is a subprogram of the Priority Placement Program (PPP). Its purpose is to generate vacancies at an installation by offering early retirements and separation incentives in specific occupations and grades, in order to create vacancies for the placement of employees identified for RIF separation from another installation. Last spring we surveyed the employees of Hill AFB for interest in the program. We gave each of the most senior employees in each series and grade the opportunity to have their position offered to the PPP in an effort to match with a PPP registrant from another base. For a match to occur, there must be a separating employee registered in PPP who is highly quali- fied and otherwise eligible and available a to be placed, on the job being of fered. I So far, Hill AFB has been successful in making 85 matches. That means we saved 85 employees from being RIF separated, while we allowed 85 others early retire- the number of matches that could be made. The current VSIP II effort is drawing to a close. There are many reasons for this: The current VSIP II authority for the Department of Defense expires on Sept 30. The RIF separation date for the DDOU employees is Sept 27, and the VSIP II rules state: that if a separating employee is to be placid at another activity under the VSIP II program, the action must be completed before the employee's established ration date. If an installation finds itself in a downsizing mode, it is not allowed to use VSIP II. Instead, the organization must gain approval and run an internal, VERAVSIP program. When we are able to determine our final FY 98 strength figures, it will have a decisive impact on whether Hill will be in a VSIP II mode as an expanding base, or a VERAVSIP mode as a downsizing base. All positions that have been in the program, but which have not yet found a match, will be returned to their organizations without further action. Any position that is identified with a potential match on or before Sept. 2 will continue to be processed. It normally takes two to four weeks to process a tentative match.
