Maj. Gen. Pat Condon, Ogden Air Logistics Center commander, was told last week that the base had won the AFMC Installation Excellence Award and been selected for further competition. A letter to Condon from Gen. Henry Viccellio Jr., AFMC commander, said he is "very proud of your efforts and many fine accomplishments. They have molded Hill Air Force Base into one of the best in the Air Force, and certainly show "' what quality efforts can achieve." Selection was based on a nomination booklet about the facility which was first evaluated at command level, then is forwarded to Air Force headquarters to complete Air Force-wid"This is a base-wid- e recognition effort. Not just the host and the supporting organizations it includes all the tenant organizations on base as well as any other activities that may have taken place on the base," said Lt. CoL Mike Parson, wing quality director, 75th Air Base Wing. "To compile this, we solicited inputs from every organization base wide requesting input appropriate to include in the nomination package. Software engineering unit 6 crashes becomes command leader in desert F-1- by Forrest Brown Ogden Software Development Activity In September 1993, the division was assessed a Level using Software Engineering Institute's CMM. Scorscale ing for the assessment is based on a five-levfrom a Level Level Most a 5. low. to 1, high. ranging Air Force software organizations (85 percent) that have been assessed were rated at a Level 1 in their initial 1 el A computer software engineering unit at Hill AFB recently became the first unit of its kind in the Air Force Materiel Command to move up a step in assessment levels. The Ogden Operating Location for Headquarters Materiel Systems Group at Hul recently completed its second Capability Maturity Model assessment, becoming the first operating location in AFMC to reach a solid Level 2 on the assessment. As a result, the MSGSO is now ranked in the top 15 percent of all software development organizations. The assessments are part of a mandate passed down by the deputy assistant secretary of the Air Force for Communication, Computers and Support Systems, Lloyd K. Mosemann, in 1991 requiring all Air Force organizations engaged in software support activities to attain a CMM Level 3 by 1998. The Level 3 requirement may not be too far in the future at Hill as Ogden operating location personnel also scored high on many of the Level 3 Key Process Areas, according to Ogden operating location officials. The MSGOgden Software Development Activity (SO) at Hill develops and maintains Management Information System software for various customers throughout the Air Force. 7 assessment. Since its first assessment in 1993, MSG SO has been extremely active in setting up the infrastructure and programs to help it reach a Level 2 in two years. For example, the organization set up a Software Engineering Process Group, developed an organizational mission, vision and strategic plan, set up Technical Working Groups and trained all employees in software process improvement concepts and principles. In addition. MSGSO has also been involved in reviewing, updating and creating documents called operating instructions which explain the process of software development and maintenance within the organization. However, the road from an ad hoc Level 1 to a respectable Level 2 in two years has not always been a smooth road, said MSGSO officials. Ernst 388th Public Affairs Olfice An 6 from the 388th Fighter Wing crashed Tuesday at approximately 10:40 am., landing about 60 miles south of Dugway Proving Ground. The aircraft took off with another 6 from the base at approximately 9:55 a.nx on a routine training mission over the Utah Test and Training Range. The pilot, Capt. Christopher Itappa, ejected safely from the aircraft and was picked up near the crash site by an Army helicopter from Dugway Proving Ground. He was transported to the Hill AFB hospital where he was examined and released with what was described as a sore back. 'W e ar extremely thankful that the pilot is safe and that no one on the ground was hurt," said Col. Bentley Kayburn. 388th Fighter Wing commander. "Flying is an inherently dangerous business, so we make every effort to ensure our pilots are trained for any situation, including ejection during an emergency."
