(AFMCNS) Laboratory's Advanced Planning System, a soft- ware system developed to automate the preparation of an air tasking order, is being used by U.S. and NATO planners in the current operations over Bosnia. air battle planAPS is an integrated, force-leveair that supports operations center perning system sonnel in the development of air battle plans and the generation of air tasking. It is one of a very few Rome Lab programs to produce a product for direct delivery to an operational user. U.S. Air Forces Europe people used the computerized APS in a joint forces command center at Ram-stei- n AB, Germany, to create air tasking orders for the nightly airdrops of humanitarian supplies to besieged Bosnians. A second system is being installed at the 5th Allied Tactical Air Force headquarters in Vicenza, Italy, to aid planners in charge of enforcing the United Nations' no-fl-y zone over the embattled region of the former Yugoslavia: Originally scheduled for delivery to a command l, VSI Phase RANDOLPH AFB, Texas (AFNS) The Air Force will begin accepting applications July 1 for phase II of the fiscal 1994 Force Reduction Program. Phase II expands the eligibility criteria for officers and enlisted members, said Air Force Military Personnel Center officials. The initial phase of the voluntary separation incentive, special separation benefit and early retirement programs yielded roughly half of the of the 1,000 officers and 4,500 enlisted losses for fiscal 1994, officials said. Under phase II, officers and enlisted members who were previously eligible under phase I will remain eligible and may continue applying for separation between Oct. 1 and Sept. 29,1994, or retire between Oct. 1 and Sept. 1, one-thir- d 1994. For officers, phase II expands eligibility for early retirement to line majors with a date of rank of Feb. 1, 1990, to May 31, 1993 (1979 and 1980 promotion year groups). People in these year groups do not have to be deferred to apply. Officers in legal, chaplain and medical specialties and those who were promoted below the zone may not apply for separation or early retirement. The following rated officers, current and qualified, are also excluded: pilots and weapon systems officers, offensedefense systems operators, pilots and electronic warfare officers, and those in Air Force Specialty Code 17XX, core and F-15- E B-1- B F-4- G duty. Enlisted members eligible during phase I will remain eligible during phase II. Phase II expands the eligibility to senior airmen, sergeants and staff sergeants with a total active federal military service date of Sept. 30, 1978, or earlier, and technical and master sergeants with a TAFMSD of Sept. 30, 1976, and earlier unless in a specialty on the phase II AFSC exclusion list. USAFE officials determined the APS capabilities were needed immediately due to several contingencies in Eastern Europe. APS is the first large-scal-e application of the theater battle management initiative for rapid technology transition. It will replace several divergent air tasking order generation systems throughout the Air Force's operational commands. The APS program fostered the development of several new software technologies, thus transferring g them directly from the laboratory to the Air Force. Normally, technology developed by Rome Lab, headquartered at Griffiss AFB, N.Y., would be transitioned to the Electronic Systems Center, Hanscom AFB, Mass., for further applica war-fightin- tion into developing systems. Rome Lab fielded APS directly to USAFE and Air Combat Command. Delivery to Pacific Air Forces is scheduled later this year. The APS is expected to reduce the air tasking order planning time by more than 75 percent, and the automatic features of the software also quickly identify any resource shortfall to the commander. In addition, a USAFE official reported that staffing at the Ramstein joint planning center is about half of what would be required with use of the previous manual planning system. An air tasking order generated by the APS can also be sent electronically to any source requiring the document.
