Linda Lee American Forces Information Service The family and family programs are key ingredients in keeping a strong, viable military force while personnel and dollars continue to be cut. "Family readiness is a critical component of overall force readiness and our nation's commitment to action," said Christopher Jehn, assistant secretary of defense for force management and personnel for the Bush administration. He spoke before DOD's first worldwide family conference. The development and continued support over the past 10 years of DOD's family programs, such as family centers, child care and family advocacy efforts, played a major role in Operations Desert Shield and Desert Storm, said Jehn. Knowing these programs would provide their families any help and information necessary made it easier for service members in the gulf "to perform their mission less worried by family concerns." But these programs aren't important just during times of conflict and war, said Jehn. He's counting on them to help DOD make it through the next few years of transition and downsizing, to attract and keep the most qualified people in the military. Quality of life, which includes family programs and services, has been one of the top reasons a service member decides to stay in the military, said Jehn. If the programs or services fail the family, there is little DOD can do to convince the service member to stay. The focus of DOD's family programs, said Jehn, is to keep family members informed, provide support when necessary and encourage These programs are also designed to help families self-relianc- e. deal with the unique demands of the military lifestyle. "The Department of Defense leadership is firmly committed to ensuring quality of life for our members and their families," he said. "The department will continue to support family initiatives, through both policy and the commitment of resources." Progress has been made and continues to be made in all family areas, said Jehn. For example, DOD established policies on family care plans and adoption reimbursement, developed an elder care manual, standardized guidelines for family centers and improved child development centers. DOD more than doubled funding for the family advocacy program, with the emphasis on spouse and child abuse prevention education and treatment, he added. "In today's world, and tomorrow's, a 'family friendly' military is not just nice to have, but sound strategy to help attract and retain quality personnel," Jehn said.
