Show 9 Hilltop Times Jan. 28, 1993 Center helps software keep .pace with hardware AFB in early 1989. The mission of the STSC is to unravel the existing morass of stand-alon- e programs. The STSC plans to accomplish this task by achieving the following four objectives: D Within the Air Force, facilitating the exchange of better technologies, software processes and business practices. B Evaluating, selecting and inserting effective practices, processes and technologies into Air Force software by Forrest Brown Software Technology Support Center - During Operations Desert Shield and Desert Storm, the world witnessed the extent of America's inventory of defense systems. A new age of smart weaponry was theater. used in an ancient desert-wa- r The who, how and why of the newest equipment was televised for all to see. These new weapons operated in the triad of the joint military forces. They proved highly reliable, accurate and responsive. And they had one thing in common they were controlled by software. Software was put to the test and it delivered everything it promised. The intelligent use of software in modern warfare presents a serious challenge to its users. As computers become faster and more powerful, users expect the software to at least keep pace. In the past 20 years to meet this demand, various organizations have come up with their own solutions and strategies. The majority of these developments o basis were done on a where the programs were usable only by the originators. The Department of Defense has ended up paying development costs for software for each of these organizations. However, with tightening budgets and increasing demands for software, the DOD became trapped in a software crisis that only would have worsened if changes weren't made. To deal with this problem within the Air Force, the Software Technology Support Center was established at Hill land-sea-a- ir Info sharing agencies. D Providing an Air Force contract STSC customer consultant soft- for software agencies to acquire ware technologies. D Developing STSC consultants who will facilitate improvements within their agencies through the use of STSC products and services. The focus of all STSC projects is threefold: defining the process, assessing opportunities for improvement, and selecting appropriate technology. The process allows customers to become knowledgeable about existing technology so they can acquire and sustain the software tools they choose. The STSC minimizes red tape and allows the customer to make quick, inexpensive purchases of commercial and government software tools. The STSC also builds upon this approach by developing software core processes the customers can use to compare and develop or improve their software applications. This core process allows software organizations to map technologies into in-hou- se learn-as-you-g- their software without incurring development costs. B Software tools reports for specific software domains. B Electronic customer service in the form of a bulletin board. B A central database that is an information repository for tools. The STSC is composed of Air Force tion, Air Force software costs for 1992 ranged from $6 billion to $33 billion, so even a savings represents a considerable amount. The STSC has several products and services available to help transition software technology into the Air Force and other government agencies. By working closely with the laboratories and other government software tool development groups, the STSC creates workable technology transfer products and plans. The STSC provides: D Customer site visits and consulting. A software management guide for managers. O A monthly software technical report, CrossTalk. officers, civilians, industry contractors and academia, whose backgrounds include: engineering, computer science, computer analysis, system analysis, software logistics, computer programming and computer clerks.
