Show Jan. 28, 1993 Contracting senior executive-bidby Bruce Smith Contracting Directorate Only a few know what is required of the senior executive of a contracting directorate as large as the one at Hill AFB. William (Bill) Ernst, who will retire today, has occupied that position since 1983, excluding a brief tour at Robins AFB, Ga. Ernst's influence in executive circles has been appreciated and will be missed, according to Morris Goodrich, director of the aircraft contracting division. His opinions and comments have carried much weight as an advocate for the base and director of Hill's Contracting Directorate. As a senior executive, Ernst spends most of his time in meetings, providing direction and making critical decisions, Goodrich said. He has had to make time to complete the stacks of paperwork often at night or on weekends. At his desk, as soon as he gets to the bottom of his "in" basket, his secretaries are ready with two or three more stacks of mail, not just once, but several times a day. Over Carefully considering each piece of correspondence, Ernst has made decisions which guided the years, he has guided the Contracting Directorate from one success to another and has achieved for himself and the directorate many worthy accomplishments, Goodrich said. Ernst was born and raised in Ashland, Penn. Upon graduation from high school, he spent eight years in the Air Force Security Service. In 1962, he launched a civilian career in contracting at Olmstead AFB, Penn. In 1965, he was reassigned to Hill. He was promoted to section chief in 1968, branch chief in 1976, division chief in 1980 and in September 1983 he became the deputy director of Contracting and Manufacturing. In December 1986, he was promoted to the Senior Executive Service and became the deputy director of contracting at Warner Robins ALC at Robins. He was reassigned to Ogden ALC as director in J anu-ar- the directorate through many rough times, Goodrich said. Most issues that have reached his desk have been complicated and intricately involved. They have required highly developed technical and managerial skills to solve. He is widely known as one of Bill Ernst the outstanding con- tracting professionals in the Air Force. His 19 years as a buyer or supervisor of buyers prepared him for the 9V4 years since then that he has stood at the head of the Contracting Directorate. During those years, he has been a defender of the directorate against great odds and challenges, y 1989. A retirement ceremony and dinner will be held in his honor today.
