A RIF has been strictly the option of last resort. n assessing the results of the Voluntary Separation Incentive and Special Sepa ration Benefit offering that closed on April 15, the Air Force had to come to grips with the unfortunate reality that voluntary separations from the initial eligible pool of officers and enlisted members fell short of the target. On the enlisted side, we came close, with more than 21,000 ap88 percent of the plications 24,000 goal. On the officer side, it was a different story, with applications approaching only half of the 7,500 target. board scheduling, notification and so forth, it was obvious, that we could wait no longer to announce preparations for an officer RIF board in, July. reHowever, those lead-timalso afforded us a quirements window of opportunity to minimize RIF requirements through an expanded VSI-SSoffering between the end of April and the end of May. On the enlisted side, we estimate that, if the response is as favorable as it was in the original offer, this expanded offer should get us to the reduction target. As in the case of most hard questions, the answer was yes and no. Given the significant shortfall on the officer side, as well as the lead times required for RIF end-streng- th tions to the recent VSI-SSB-RI- last opportunity to avoid our F mutual worst-casscenario. For those most or those who believed the Air Force would never have to conduct a RIF, the RIF board announcement comes as a jolt.
