Selected officers will be required to leave the Air Force by Dec. 31. The board meets at the Air Force Military Personnel Center, Randolph AFB, Texas. Officers eligible for the RIF include: line officers D Reserve, non-pilcompany-grad- e commisfederal on active duty whose total active 1," sioned service date is between Jan. 1981, and Dec. 31, 1989, and whose total active federal military service date is Jan. 2, 1978, or later. Reserve line officers in the 1980 year group who were not selected for promotion by the calender 1991 major selection board. This group may include pilots. Excluded from RIF consideration are: Q Officers with 15 or more years of service as of Dec. 31, 1992. Officers with an approved voluntary separation date of Dec. 31, 1992, or earlier. These requests must be approved before the RIF Board convenes. Pilots in 1981-198- 9 year groups who are not otherwise or disqualified from flying medically duties. Officers selected for promotion to major. Officers on statutory tours. Officers in deserter status. to AFMPC. July 20 Fiscal 1993 officer RIF Board meets. Last day for voluntary separation approvals. If the senior rater recommends separation, the officer will be given a copy of the recommendation form and will have 10 days to submit comments to the senior rater's rater. If the senior rater's rater recommends separation, the officer will be reminded of the right to submit a letter to the RIF Board ot Qualify speaks Selections will be based on quality, regardless of Air Force specialty code, officials said. Board members will consider and score records by year group based on the whole-persoconcept. Officials said selection rates will be greater in the . more senior year groups because these year groups have been considered for regular augmentation previously and have had longer to establish their records of performance. An Air Force Form 3538, retention recommendae tion form, will be accomplished on each an assessment of each officer. The form provides d officer's performance-basepotential and a recommendation to help the RIFBoard identify who is best qualified to be retained in the Air Force. The Retention Recommendation Form will be initiated by the officer's senior rater and evaluated by the senior rater's rater. The form will also be completed by the senior rater for officers assigned to a school as per- manent party. The Air Force Military Personnel Center has established milestones connected with the upcoming board: May 7 AFMPC forwards retention selection briefs to the bases. The briefs are computer-generate- d forms from AFMPC that contain each officer's personnel information. Officers will have a chance to review the information provided by their personnel offices and make corrections, if necessary, so that the computer product seen by board members is current and accurate. Directors of local personnel offices May 18 will notify eligible officers and provide the officers written information about the process. The officers will have a chance to review their retention selection briefs. June 5 Senior raters complete the retention recommendation forms. The forms are then forwarded to the senior rater's rater, with a copy provided to the eligible officer. June 15 Eligible officers have until this date to respond to a "separate" recommendation. Members recommended for separation by senior raters have 10 days to submit a rebuttal to the senior rater's rater. June 17 Each officer, regardless of recommendation, will receive a copy of the recommendation form after it is signed by the senior rater's rater. Students, prisoners, patients and individuals on appellate leave will not receive a retention recommendation form. Instead, an Air Force Form 77, supplemental evaluation sheet, will be placed in their selection record. For students, this form will be completed by the senior rater who is responsible for the school they are attending. Submitting letters Officers may submit letters to the board to bring to the board members' attention any matter they feel the board should consider. The letter must be received at AFMPC by July 20. Letters should be addressed to: President FY93 RIF Board, AFMPCDPMAJB1, Randolph AFB, TX 78150-600After the board adjourns, the letter will be destroyed unless the individual provides a stamped, envelope to have it returned. The world-wid- e notification date of the board results will be announced by AFMPC. After the secretary of the Air Force approves the results, all officers will be notified of their status by their senior rater. Dec. 31 Last day for selected officers to from Air Force. Those who have six the separate of years total active federal military service by this day will be eligible for separation pay. All officers selected will be eligible for transition benefits. Personnel officials said the overall selection rate will depend on the numbers of officers who leave through other ongoing, voluntary loss programs.
