Show May 7, 1992 - WASHINGTON (AFNS) Manpower reductions, the movement of aircraft missions and the conversion of major Air Force units are some of the actions that will take place at 34 major bases in fiscal 1993, the Air Force said Friday. The announcement will affect bases located in the United States as a result of the overall downsizing and restructuring of the Air Force. Overall, the Air Force says it is eliminating extra levels of command at the selected units because they are now unnecessary and costly. The goal is to achieve defense budget guidelines that are reflected in the president's 1993 budget. Major force structure actions will take place at the following bases under direction of the Defense Base Closure and Realignment Act of 1990. California Castle, Edwards, March, Travis AFBs. Homestead AFB, Hurlburt Field. Florida Moody AFB. Georgia Hickam AFB. Hawaii Idaho Boise Air Terminal. Illinois Scott AFB. Grissom AFB. Indiana Iowa Des Moines International Airport. Maine Ashland Radar Bombing Scoring Site. Andrews AFB. Maryland Hanscom AFB. Massachusetts Selfridge ANGB, W.K. Kellogg Michigan Airport, Wurtsmith AFB. Montana Conrad and Havre Radar Bombing Scoring Sites, Malmstrom AFB. Nebraska Hastings Radar Bombing Scoring Site, Lincoln Municipal Airport, Offutt AFB. Nellis AFB. Nevada New Jersey McGuire AFB. Although realignment and management reductions will take place at the selected bases in fiscal 1993, the Air Force said all actions will be made only after the appropriate environmental analyses have been completed. "Our aim is to bring down our facility structure in a manner that is proportional to a reduced force structure," James F. Boatright, deputy assistant secretary of the Air Force, told Congress April 29. As the Air Force undergoes a major reorganization, it must "reduce to a size that is affordable, and it must not cause any reduction in the quality of the support that we provide Air Force missions and its people," Boatright said. "The Air Force is proud of the quality level we have been able to achieve in our facility structure and, while there remains much to be done, we have deliberately allocated the necessary resources within the constraints of the Air Force budget in order to achieve and maintain a responsible quality level in Air Force facilities," he said. Boatright said the closure and realignment of 20 of the selected units will produce a total net savings for the Air Force of $1,776 billion through fiscal 1997. In addition, the Air Force has a major effort under way to withdraw from a substantial number of overseas installations. The total net savings from overseas base withdrawals through fiscal 1997 is estimated to be approximately $1.7 - - billion. The Air Force has yet to announce any new tion on overseas closings. During one mission, 15,300 pounds of riot control equipment was moved from McChord AFB, Wash., to a staging area in El Toro, Calif. Eight flights took 14 FBI teams from various U.S. cities to Norton AFB, Calif., while 18 other missions moved units from Fort Ord's 7th Infantry Division, at the Monterey Peninsula Airport, to staging areas in Southern California. Taking part in the airlift were six C-- l 4 1 s from the from the 60th AW 62nd AW at McChord; nine at Travis AFB, Calif., two from the 63rd AW, Norton; and two Air Force Reserve crews from the 349th AW (Associate), Travis. California Gov. Pete Wilson had previously activated Air National Guard C-- l 30 units to transport more than 200 highway patrol officers from Travis to the Los Angeles area. On April 30, more than 2,000 members of the California National Guard had been called to state active duty by the governor. President Bush said he had mobilized the military assistance plan at the request of Wilson and Los Angeles Mayor Tom Bradley, after they declared a state of emergency and deployed the Guard. The decision to involve the military came after the largest rioting to erupt in Los Angeles since the Watts riots of 1965. y 1 .
