J' To prevent any such mishaps, the 2849th Civil Engineering Squadron has recently created the underground utilities location office, known as the Red Stake office. Red Stake was created to provide utility line location services for the base. In addition, the office maps all underground lines for future reference. However, some lines, such as cable television lines, are located by the company that owns them, Mr. Tilby said. Once all lines are located and marked, the permits are issued and workers are allowed to begin digging. "In the past, there has been little control of excavation projects at Hill AFB," Mr. Tilby said. "But now, with the creation of our office, there is sure to be more care and caution taken in excavation work.
