To stay No. 1, you have to assess what you do right and best, and what will work against the other team. Then you form the game plan. Likewise, the Air Force has a game plan for improving what we do right and best. We've studied the films, so to speak, and watched other teams change players, strategies and rules. All this leaves us with the question of "How will the Air Force contribute on the global playing field of the future?" By projecting U.S. power and influence wdrldwide. The Air Force can reach any global hot spot swiftly to deter,, provide a tailored response, or hit hard with. precision. That's the logic behind the Air Force's creed: "USAF: Global reach, global power," During the last four years or so, we have seen rapid and dramatic changes in world affairs. Shifts in Eastern Europea rise in the relative power of the Pacific Rim, and the crumbling of the Iron Curtain make this a momentous era, but not a stable one. ,., With this "'outbreak of peace," however, fundamental U,S. security interests around the world continue to endure. Because the inherent characteristics of today's Air Force are speed, range, lethality and flexibility we can deploy quickly, concentrate forces with surprise, and cover any distance unconstrained by geography. These features take on greater importance as the pace of world events accelerate. ; When it comes to speed, whether the mission is to influence deter, or strike, we're only a matter of hours away by air. An example is our e force of bombers which can strike in world within 24 hours. the anywhere Range takes on a new meaning when you balance the need for global reach with the fact that well lose some overseas bases in the years ahead. Less forward basing means aircraft with long legs and tankers and rapidly deployable fighter forces becoming even more critical. Lethality is the third inherent element of air power. People are familiar with aircraft carriers as assets essential to national defense. Many do not realize, however, that one squadron of or just eight can match the daily of a carrier. And they can ordnance capability do it without a lot of additional support requirements and are highly survivable. The trait of flexibility allows the Air Force to use our resources to gain control of the skies at one point, shift to use the. same aircraft to strike at the heart of the enemy, provide firepower when needed by friendly ground forces long-rang- B-- 2s F-15- Es or swing the weight of airpower over hundreds of miles in a matter of hours to concentrate on other lethal operations. Aside from these capabilities to use force directly, we contribute across the entire specsurveillance airtrum of operations. Long-rang- e craft, like the Airborne Warning and Control Systems aircraft, are able to deter adversaries by letting them know we are watching their every move. Airlift provides mobility and reach for all the services. Tankers act as force multipliers -enhancing range, loiter time and ordnance loads. Space resources provide global surveillance and robust communications and intelligence, and also offer exceptional potential for other national security applications. No other force has as much flexibility to meet rapidly shifting world priorities as the Air Force. Power projection is a mission for all U.S. forces, not just the Air Force. Each service brings its own unique capabilities into play. For us this means to concentrate forces quickly, spanning oceans and continents; provide a deterring presence; or spread American good will. Though we're the youngest service, we've had plenty of experience in power projection. Since 1980, the U.S. Air Force has been called upon to act in the nation's behalf more than 150 times. In the decade ahead and beyond, we will continue to stand ready to underwrite America's national strategy through our Air Force's global reach and global power, wherever and., whenever necessary. .
