Sound internal controls can prevent losses, and control of such are the life blood of programs originating from Morale, Welfare and Recreation. Equipment from MWR is insured up to a point, but individual neglect and abuse of equipment cuts into the monies allotted for the department. Allot-- r ted monies are those which are accumulated through programs offered by the department. Such programs include bowling, golf and locker rental. Registration fees and resale of items also contribfunds which are necesute to the the to keep sary department on its feet. "We haven't had many losses at Hill AFB," said Mickey Trinite, assistant division chief. "We're fortunate to have never had that problem. The idea that items stolen or broken are covered by insurance is not true in any sense of the word. Anything stolen or neglected is individual responsibility." That responsibility is taken when items are checked out from the department, and a good, sound internal control monitors the movement of ' such equipment. Every year, MWR property is lost, stolen or non-appropriat- ed -- broken, or in some way disappears from inventories. Because of that, less money is available to replace most wanted items. Control on such items traces the property to the most recent requestor. "We have people sign but equipment when they take it," said Mr. Trinite. "We realize that accidents do happen, but when they do we look into each individual case. Circumstances are different, but with every piece of equipment there is a check when it goes out and is returned." The nonappropriated coffers determine how available funds are used. According to Mr. Trinite there is never enough to go around, and funds to buy more are often contingent on the proper return of checked-ou- t articles. "There is a certain amount of vandalism, which is often out of our control," he said. "We're concerned about nonappropriated funds. They are under strict control, because they are scarce." Although limited, it should be understood that claims made and paid are checked by the Air Force Welfare Board. Claims are not paid with tax dollars, but with nonappropriated funds. U, ' vigilant. We haven't had any cases of money loss since I've been here," said Mr. Trinite. "The internal controls are tight. We coordinate with Security Police if there is a problem. Cash is so precious we take every step to insure it's not going out. We don't operate out of a shoebox anymore." Some losses are unavoidable. MWR doesn't have control over the elements and careful judgment is paid when necessary. MWR dollars should - be reserved to pay for losses that cannot be prevented. "Don't worry it's insured" is a phrase that simply isn't true at the Air Force MWR office. Personal responsibility is a major part of renting equipment from Hill AFB. "We also function as a service.
