Alcohol affects a person's ability to function in three critical ways. A person's balance, judgment and reaction time are impaired almost immediately' with the first drink. Alcohol's effect on a person's balance can be critical on a boat. There are few speed limits, no traffic signals, merging lanes or potholes. However, people who think that makes operating a boat while under the influence of alcohol safer than drinking and driving a car could be deadly mistaken. , Every year boating, accidents claim more than 1,200 lives. More than 50 percent of those fatalities "tipsy." Once in the water, the body's ability to protect a person against the cold water is severely diminished by alcohol. The numbing effect of cold water occurs much faster when a person has alcohol in their blood system than when they are sober. Alcohol also inttnsifios the effect of disorienta- tion caused by water entering the ear. An intoxicated person can become so confused that they can swim down to their death instead of .up to safety. This explains why some good swimmers who have been drinking suddenly drown with no apparent reason. People also have a tendency to lose their judgment when they drink. Skills tests have shown that boaters, who claim they were betalcohol-impaire- d ter operators while intoxicated, demonstrated reduced performance. Alcohol reduces inhibitions and can cause normally cautious people to try dangerous stunts a sober person would avoid. Exposure to sun, noise, vibrations, wind and other factors produces a kind of "boater's hypnosis" or fatigue which slows reaction time almost as if a person was legally drunk. Alcohol, because it acts as a depressant, also reduces the brain's ability to react to several different functions at once. When alcohol impairs focus, depth perception and peripheral vision, it is difficult for a person to correctly judge distance and speed, or track moving objects. The intoxicated night boater is even a greater hazard because of the reduced night vision.
