When music is played through earphones, it masks the environment's normal sounds which increases the potential for accidents. Studies show that many individuals using headsets adjust the volume to levels considered hazardous noise. There is no difference in stereo or monaural sounds entering the ear canal; it is the intensity of the noise which determines the hazard. Even when employees do not work in a hazardous noise area, use of headsets can result in exposure to hazardous noise. self-inflict- ed Court decisions forbid the Air Force to use waivers permitting employees to use headsets. Such a policy would infringe on the worker's legal rights. For example, it is illegal for the Air Force to hire only workers who agree to sign waivers relinquishing all legal rights should they be injured on the job. Similarly, it is not legal for the Air Force to permit use of headsets with their associated potential safety and health hazards if workers agree to sign waivers. The investigation was made as a result of an anonymous submittal to the Productivity Office requesting permission to use radio headsets at working stations on Hill AFB. The person suggested that morale problems were caused by not permitting use of headsets in work areas and requested action to legalize them. However, they should contact the Civil Engineering Division, Ext. 73071, when there are questions about controls on louvers.
