Would you please explain by what authority we can be made to give our social security number or otherwise be denied the right to certain in government property, shoplifting, assault and drunk on station are some of the items of concern reported to security police this week. Police were conducting a check of an abandoned vehicle when they found what appeared to be marijuana on the floor of the vehicle. The owner of the vehicle, an airman, was contacted and charged. A report will be forwarded to his commander. The CQ in dormitory 517 reported finding a plastic bag containing a green leafy substance believed to be marijuana in the janitor's closet and an investigation is continuing. The CQ in dormitory 521 also reported finding suspected marijuana on the second floor of the dormitory. ; An NCO club employee reported that his vehicle had been struck by another vehicle which left the scene. A search for the vehicle met with negative results but a description of the vehicle in question was obtained from witnesses. A civilian employee reported the theft of a government tool box and radio from building 225. There are no suspects. An airman reported the theft of his bicycle, which was chained to a post outside of building 21. A civilian reported the theft of a calculator from his desk in building 1228. There are no suspects. An NCO reported the theft of his daughter's ski parka from building 883. The A Hush . It is true that the Army and Air Force Exchange Service, as an instrumentality of the United States Government, is exempt from charging state sales tax. However, when any part of the government's operation is by an independent contractor, that contractor must comply with laws applicable to that state. All concession activities under contract to the Hill AFB Exchange are operated by independent contractors. These concessionaires operate under contracts which state they are responsible for all applicable local , state and federal taxes. (This is covered by Air Force regulation and a Congressional Inquiry Division, Office of Legislature Liaison, Washington, D.C. letter.) Since the state of Utah's local sales and use tax requires that suppliers must collect the state tax directly from the purchase r, rather than absorb it in their overall prices, the concessionaire has no choice but to collect the tax whether he is operating on or off a military base. He refused and pushed the night manager. Police were contacted and apprehended the individual. The base exchange reported that they were detaining a military member for shoplifting. The individual removed a belt from the BX without paying for it. A report will be forwarded to the individual's commander. Police stopped a retired civilian employee for running the west gate. When stopped the individual appeared to be intoxicated. A breathalyzer test was given with results of .11 . The individual was given a date with the U.S. Magistrate. Police reported that they had apprehended an airman for unauthorized discharge of a .45 caliber pistol on base. The individual had fired three shots from the weapon. The weapon and ammo were confiscated and the airman was released to his first sergeant. An NCO reported ring from his Professional Military Education I, II, in, IV and V equals nine. Just by attending PME IV it is possible to raise the PFE test scores as much as 45 points. Can't you remember a time when you weren't promoted for want of a few points? If so, don't you feel it's your responsibility to send your people to volunteer for these PME courses? For those who say their sections are too . busy to let their people go, remember you are in essence saying, they have to go out and get their promotion on their own. When PME was instituted it was pushed from the top down. Don't wait to be told to send someone or to be told yourself to go. Send someone now. Volunteer now. Become a chief or work toward it.
