HILL TOP TIMES 4 1978 (lam ij JSPEAIC UP A I patronize the golf course after duty hours and I would like to make a comment on the article in the People Line column concerning the hours maintained at the Halfway-House- . Many of us do not get off work until 4 p.m. and by the time we get to the course, the Halfway House is already closed. We feel that they should remain open until 6 rather than 5 p.m. to accommodate the large number of people who play golf after duty hours. Due to the many comments on this subject, the hours of operation at the Golf Course Halfw ay House were changed effective May 17th to the following schedule: Monday: p.m. Tuesday: Noon - 6 p.m. Wednesday: 10:30 a.m. - 6 p.m. Thursday: Noon - 6 p.m. Friday: Noon - 6 p.m. Saturday: 10 a.m. - 5 p.m. Sunday: 10 a.m. - 5 p.m. Customer requirements after 6 p.m. are being 1- the Ogden Air Logistics Center. Remarks are recorded 24 hours a day, staffed, and a reply prepared. This startling figure, which is expected to substantially increase during the coming warm weather, does not include numerous bites that did not result in medical care at our facility. Nor does it contemplate many complaints because of poor sanitation, lack of restraint, noise, and landscape damage caused by pets. monitored and if necessary, consideration will be given to further extending the hours of operation. I want to know what rights we pet owners have? If I have a dog chained up in my own In accordance with base regulations and Utah law, pet owners are strictly liable for damage and injuries done by their pets under any and all circumstances, and pets must be "controlled and supervised by a responsible person at all times." yard and under control and kids enter and tease this dog, why should I be held responsible for their mischief? A It is Hill AFB policy that when conflicts arise between the "rights" of pet owners and the rights of children, then the children must and do take priority. This is especially necessary in areas of the base where the housing is dense, there are many children, and also where there are numerous pets. If circumstances require that, because of the personality of the pet or children in the neighborhood, the pet owner physically stay with the pet in his yard in order to prevent the kind of public health problems described, then that is the action expected. If that is not possible, then an aggressive pet should be kept indoors or removed from the base. In any event, when there are competing between or and humans pets, the pets equities "rights" must give way and the humans, especially children, are deemed to have more rights than the pets. An example of the public health problems caused by the confrontation between pets and humans is the number of base personnel that required care at our hospital from Jan. 1, to May 31, 1978 because of pet bites a total of 69.
