The sad part about it is that impact it may be true. Ecology, pollution, conservation, etc., are words that are constantly appearing in our newspapers, radio, television and magazines and people are starting to worry about them. However, what is more important, is to realize that what we are dealing the wastes of man. He is, and his wastes are, as with are much a part of the living world as the microbe and its wastes. But man has an advantage over other life forms, he has the intelligence and the ability to do something about the problem. The quality of our environment will be a reflection of man's capacity to manage it. And it is not going to be one man's work, nor that of a group of men that will improve our environment. It will have to be the combined effort of every man, woman and child that cleans up the problems of ts, pollution. The problems will not be put down by a cry to return to a bygone day, or even to maintain a status quo. Change is the essence of nature. Man's hopes for the future will lie on his ability to regulate and change. On April 22, the United States will observe Earth Day. Governor Hampton has declared the week of April 5 as Earth Week in Utah. I am in full support of both these events because they may act as a starting point for many of us to begin to do something about our environmental 19-2- problems. Each of us should make an effort to support wholeheartedly the programs and events that will take place in Ogden and other local communities during the Earth Day celebration. But we should take care that it is not only a one-da- y effort. It must continue each day of the year. Maj. Gen. Richard M. CURRENT POLICY QUESTION: Why does the Air Force "push" for first-terreenlistments at the same time early release programs ( I pea. 1 f are implemented? ANSWER: The enlisted force programmers must determine the size of the career force needed to support the Air Force mission. Currently, this objective is at 229,700. To support this career force, the Air Force has a requirement to obtain 20,100 first-terreenlistments in fiscal year m 1971. sole source procurements wherever possible. With your continued help, cooperation, and constant effort, I feel confident we can further increase our lead in this important program. A program closely allied to small business is one referred to as Section 8 (a) Contracting. In this program, we contract with the Small Business Administration who in turn subcontracts with a firm operated by a minority group. No goals have been assigned in this area . When the program started in 1967, we became a leader but now we are far from it. We have only one contract which is being performed by a n firm in South Los Angeles. I encourage the Directorate of Materiel Management and the Directorate of Procurement and Production to do all possible to increase our support of this program. This requirement exists even though other programs, such as early release to attend school or early release for Christmas, may appear to run contrary. Air Force planners work with two major the total enlisted groupings force and the career enlisted forces. Adjustments to the total enlisted force, which is made up of both first term and career airmen, can be made without changing the osoGSDinr vlaj. Gen. Richard M.
