The proposal, came from the Hubble Planning Group, which is representing represent-ing property owner Max Blackham and several other property owners. They want to change the rural low-density zone to one that would allow higher density Rl-9, Rl-10 and Rl-12 zones in the area between 100 East and 600 West, and from 1800 North to 2600 North.
